In coordination with the other managers in the department, this position is responsible for managing the processes related to the development the City’s Transportation Master Plan, the Regional Transportation Master Plan, the Transit Master and service plans, TDM plans, shared mobility plans and strategies related to transportation network companies. Additionally, the Strategic Planning manager will oversee the provision of frameworks for performance management and decision support systems, which includes tools and analytics for planning, and decision analysis related to transit, transportation and programs investments. Classification Summary - Union Duties - Union Results and Activities - Non union Support and management of strategic multi-modal Transportation Planning Manages the development of transportation planning studies (roads, transit, pedestrian, bicycle and transportation network companies, shared mobility and TDM plans), making strategic decisions on investment priorities, forming hypotheses and drawing inferences to arrive at conclusions that have city and region wide impacts. Fosters an open and consultative approach to public engagement in the planning process. Applies knowledge of government administration, program planning, integrated urban mobility, performance measurement and evaluation, planning/economic principles and relevant regulations, budgeting and financial analysis to develop short, mid, and long-term plans and projects that optimize multiple objectives. Manages relationship with MOTI and BC Transit related to data analysis and the technical planning aspects of regionally significant programs and infrastructure projects. Ensures integration of transit, shared mobility programs, Transportation Network Companies strategies, TDM strategies and active transportation requirements within council priorities, City Strategic Vision and land use plans (OCP’s, Urban Centre Planning) and major developments proposals.
Management of data analytics for strategic decision making to support business case development and grant applications and performance management. Develop and maintain the transportation monitoring and performance management program. Oversees the transportation data program: collection, management and utilization of internal and external data, ensuring reliability of all transportation related data including transit data, ITS, traffic collision data, traffic volumes, socio economic and demographic data. Some data will be regional in nature. Provides strategic oversight and vision for the development integration of economic analysis with qualitative and quantitative evidence on environmental, community/social impact, financial and deliverability issues. Oversees the utilization of data in the development of business cases leading to strategic decisions on investments and actions and preparation of solid grant applications.
Community and Stakeholder Engagement, Communication and regional cooperation Provide effective communication with provincial, regional, and local agencies and legislators to plan and manage policy and projects (includes BC Ministry of Transportation and ICBC). Maintain a positive, collaborative relationship with Financial, Planning and Engineering Staff, Local Governments in conducting regional transportation planning projects and studies. Provide input and assist in the formulation of citizen engagement and communication programs for regional transportation projects. Prepare correspondence on behalf of the Mayor and members of Council in response to public enquiries and concerns pertaining to transportation and transit planning matters. Review and approve media releases and other public consultation materials.
Manage budget: Manage budget for planning/engineering projects in consultation with Financial Services staff. Operating budget: $700,000 Capital budget: Responsible for long term capital planning. Manage human resources: 2 direct report Directs and participates in the team’s work plan, assign work activities, projects and programs; monitors workflow; review and evaluates work products as well as methods and procedures. Develop, inspire, hire, assess, discipline and reward employees; celebrate success. Credentials - Union Knowledge - Non Union This position requires a university degree in a related discipline (geography, urban planning, economics, business analysis, public administration, transportation planning, engineering, etc.) and experience in strategic planning. Must have strong knowledge background in multi-modal transportation planning, integrated urban mobility and technology (active transportation/transit) and sustainable community planning and be able to work collaboratively with multiple stakeholder groups. Must have understanding of transportation data analytics and GIS.

Planning or engineering designation will be considered an asset.
