DUTIES

The Finance Officer is an administrative staff member responsible for conducting financial analysis, preparing budgets and process reviews. This position also monitors adherence to budgets.

This position reports directly to Director, Finance or designated manager.

Nature and Scope:

Working closely with assigned portfolios the Finance Officer will prepare consolidated University and Divisional budgets as well as the financial analysis of the data for each assigned area.

As part of the Finance team, the Finance Officer will review the financial objectives of various budget holders to assist in the assessment of whether objectives and goals were achieved in an efficient and effective manner.


MAJOR RESPONSIBILITIES
Budget Development

  • Work with individuals and departments in planning, gathering and analyzing financial and enrolment information and providing recommendation for management decision making
  • Draft budget guidelines and instructions to departments for preparing their operating, non-operating and capital budget submissions
  • Develop the sequence of events, timelines and deadlines for divisions and/or departments to ensure the preparation of the budget and financial reporting is completed on a timely basis
  • Provide assistance to the appropriate budget holder in the preparation of their budgets and financial data
  • Review the individual operating and capital budget submissions from departments for accuracy and completeness
  • Maintain the salary and benefits budget including costing out alternate collective bargaining scenarios
  • Conduct ongoing review and updating of the operating and non operating budget based on current financial information
  • Answer inquiries from applicable stakeholders and provide timely and accurate information
  • Process budget and financial adjustments as required
  • Provide leadership and training on budget and financial processes and systems
  • Assist in preparation of quarterly forecasts and initiate communication with applicable Budget Holders to inform them of budget and financial issues impacting their portfolios


Hiring Process

  • Coordinate the position control system for all positions


Analytics include:

  • A variety of reconciliations including salaries, benefits, rates and others
  • Compare financial data and budget data, identify errors and exceptions
  • Follow-up on errors and ensure solutions are found
  • Analyze and explain significant variances to budget

Director, Finance or Designated Manager

QUALIFICATIONS Required Knowledge/Skills 
  • CPA designation
  • 5 years of progressive accounting experience in a computerized environment including experience in developing spreadsheets, budgets and forecasts, analytical reports and financial statements Demonstrated advanced Microsoft Excel skills
  • Competent multi-tasker
  • Effective communication skills, both written and face-to-face
  • Demonstrated tact and good judgment
