It's the Infrastructure team - the unsung heroes of our City Infrastructure is the backbone of Beaumont, responsible for planning, maintaining and managing vital assets including roads, parks, buildings and utilities. The Infrastructure team is also responsible for managing the design and construction of assets to renew aging assets and assets to accommodate growth in the City as well as monitoring development to ensure quality assurance. The Engineering & Environment service area manages land development applications requiring engineering approvals and inspections, the lot grading program, transportation and pedestrian safety studies and improvements as well as shallow utility and road closure permits. The team is also responsible for the implementation of the Environmental Master Plan, environmental compliance for the City as well as general environmental & sustainability initiatives. The Infrastructure team ensures Beaumont residents can enjoy a high quality of life. 

Reporting to the Director, Infrastructure, this key position is responsible for the administration, performance, and supervision of the engineering and environment functions of the City to ensure that the provision of municipal infrastructure occurs in a manner that best meets the City’s needs. The successful candidate is an engaged, strong leader who can lead and motivate a diverse team, balance engineering activities for the department, and be a working manager involved in engineering review and initiatives.

What YOU’RE Responsible for:

Provide supervision and leadership to staff within the Engineering & Environment service area, including, establishing expectations, mentoring and coaching, performance evaluation and management, scheduling and recruitment as needed to support an environment that encourages novel and creative thinking. Oversee the City’s review of all land development applications and associated engineering drawings to ensure compliance and adherence with the City of Beaumont’s General Design Standards (GDS). Oversee the construction completion and final acceptance (CCC/FAC) process of developer contributed municipal improvements. Collaborate with Planning & Development to support the end-to-end development process which includes review of subdivision applications, re-districting applications, area structure plans, neighbourhood design reports, development agreements and other relevant documents. Oversee implementation of the Environmental Master Plan including programs such as the Clean Energy Improvement Program (CEIP), environmental compliance work and environmental initiatives and events being completed by the Environmental Lead. Oversee the Lot Grading Program, work with Engineering Lead and Lot Grading Coordinator to resolve complex drainage concerns. Oversee the transportation and pedestrian safety improvements led by the Engineering team, including but not limited to crosswalk upgrades, safety studies, traffic studies to plan for future infrastructure. Act as a liaison between the City and the development community, engineering consultants, shallow utility groups, government agencies and other external agencies for new development and to properly plan new projects. Prepare correspondence, briefings and reports, and attend as the engineering subject matter expert at City Council/Committee meetings, and other meetings as required. Prepare and monitor expenditures of the department budget. Manage consultant contracts to support the work of the service area. Performs subordinates responsibilities as necessary given workloads and service delivery timelines. Ensure adherence to Legislative regulations, Safety Directives and procedures and all respectful workplace standards. Report unsafe conditions and near miss incidents promptly. Attend regular safety meetings and promote a positive, customer-service oriented attitude. Other duties as assigned.

What YOU Bring:

Bachelor’s Degree in Civil Engineering with a P.Eng designation 5 + years of progressive professional experience in civil engineering, preferably related to municipal and transportation infrastructure 3 years supervisory experience Experience in planning and/or municipal engineering within municipal government will be an asset; Knowledge of the planning process will also be beneficial Experience with municipal finance and the budgeting processes will be an asset Success in this position requires excellent customer service skills, highly effective communication and decision-making skills, strong leadership skills, conflict resolution, negotiation and problem-solving skills, and political sensitivity Strong knowledge of computer software (Microsoft Office Suite, AutoCAD, ArcGIS) Successful candidate will be required to provide a Criminal Record Check with a Driver’s Abstract
