JOB SUMMARY

This position is located in the DC Department of Parks and Recreation, Roving Leaders Division. The work requires knowledge of, and the skills necessary for implementation of, a variety of recreational programs and activities. The work also requires the ability to interact and serve diverse groups of program participants and community members. Through recreation- centered engagement, Roving Leaders uses touch points with individuals and communities, as opportunity to connect youth with the programs and services offerings aimed to produce positive outcomes. This multi-faceted approach of recreation, health, education, and social services is critical in effective violence prevention.

DUTIES AND RESPONSIBILITIES

Plans and coordinates recurring and non-recurring activities, which will develop recreational skills, desirable social behavior, and involvement in more constructive leisure activities. Develops plans of action, to motivate youth toward participating in activities, which will develop positive recreational skills/engagement and desirable social behavior. Plans and identifies recreational/outreach activities that can serve as alternative methods in helping youth develop positive self-images, self-respect and self esteem. Organizes and implements recreational/outreach activities between the youth, outreach staff and other Departments of Parks and Recreations (DPR) staff, as well as other government agencies, community organizations and youth programs that may also provide activities, training and education for youth involved in the Youth Development Division Recommends special programs and reports that may be used in addition to those methods designated in the standard operational procedures of Department of Recreation and Parks. Meets and collaborates with professionals whose work may be related to the total rehabilitation of youth that are identified as delinquent. Assists in program evaluations by taking part in making recommendations and justifications to the administrative staff. Submits weekly accountability and statistic reports to supervisor. Submits any incident reports and specialist events as they rise.

Participates in conducting home visits, school visits and other monitoring/visitations to determine the interest and needs of youth, community people and individuals severed. Supports youth during court visits, developing community service projects and activities to defer as positive recreation alternatives to unwarranted behaviors and crises. Represents the progress of the youth while appearing in court. Schedules and publicizes outreach youth activities, insuring maximum effectiveness in attracting and motivating participants and in providing the widest possible range of activities in terms of the youth interests and needs. Refers youth and their families for services and supports which enhances their quality of life. Services include but are not limited to educational, social, health, psychological, employment, and parenting and recreational. Implements instructive work plan of a self-esteem groups on the elementary, middle and high school levels, which fosters wrap around expansion of youth's social, mental and physical development. Develops innovative youth group activities to enhance the youth's community, social, personal development. Provides support in the city-wide crime initiatives. Duties include, but are not limited to: facilitates crime initiative committees ( Stop the Bullying); disseminates crime initiative information in (Focus Improvement Areas) areas; facilitates such programs as Skatemobile, Fun Wagon, Movie Night and Rock Wall; facilitates youth gang initiative programs including preventions, mediations, interventions and community workshops ( Talented Ladies in the Community TLC, Youth Motivation, and Camp Footloose). Submits weekly reports and statistics to the Program Supervisor meeting weekly with the supervisor and when necessary, with all parties involved in designated recreation programs, school coverage and activities to access the progress of the youth. Provides technical guidance and leadership to the various dependent youth centers/activities and participants as required. Continuously evaluates the effectiveness of ongoing dependent youth outreach activities from the stand point of participants, and program objectives. Adapts and varies program activities in the light of findings. Create innovate activities for the at risk youth. 
 

QUALIFICATIONS AND EDUCATION

At least one (1) year of specialized experience equivalent to the CS-07 grade level, or its non-District equivalent gained in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Examples of qualifying specialized experience include: planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs; planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels; instructing in the principles and techniques of recreational program planning and management; serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.

LICENSES AND CERTIFICATIONS

Must possess and maintain a valid driver's license.

Obtain First Aid and CPR Certification within the first six months of hire.

WORKING CONDITIONS/ENVIRONMENT

The work environment is within the context of operating a recreation center, in which everyday risks require normal safety precautions typical of gymnasiums, playing fields, and activity centers. Activities are usually planned and conducted in a building or an outdoor facility or area designed and built or renovated especially for a recreation program or activity.

Collective Bargaining Unit (Union):  This position is in the collective bargaining unit represented by AFGE, Local 2741 and you may be required to pay an agency service fee through direct payroll deduction.
