Chief Power Engineer, First Class

The Chief Power Engineer is responsible for the operation and maintenance of the following systems: steam, refrigeration, compressed air, Water treatment, water supply & distribution, wastewater (effluent), fire suppression, natural gas & chemical operations. The individual in this position must be fully capable of operating all Boiler/Refrigeration equipment and support systems and capable of performing mechanical repairs in all areas of their responsibility.

Key Accountabilities:

SAFETY

Ensure safe operation of plant. This includes addressing unsafe conditions and behaviors.

Conduct self in a professional and safe manner.

Enforcement and assist with the isolation of equipment for service, repairs etc.

Collaborate in the development of energy control procedures and safe work practices.

Participate in investigation, and education programs on hazard assessment and risk migration.

Participate in safety meetings and toolbox talks, also sharing relevant information to make co-workers more safety aware.

Partake in adequate training to safely perform their duties.

Adherence / compliance to SOP, Roquette Safety Expectations, safe work practices and risk mitigation tools

OPERATIONS

Abide by all safety procedures, company policy and procedure, Government Acts, and regulations, as it relates to the operation of the department following Office of the Fire Commissioner.

Ensure safe and efficient operation of the Refrigeration system, Compress Air systems, pumps, and all ancillary equipment.

Maintain and ensure good operation of High-pressure Boilers within design specification of Temperature and Pressure

Perform daily safety checks of covered equipment under the boiler and pressure vessel act.

Ensure & maintain proper pH, alkalinity, TDS and dissolve oxygen in Boiler and Feed water.

Ensure and maintainan accurate logbook of all activities, and log sheets analyzing data and taking corrective actions.

Ensure optimal working conditions of Air compressor, Air Dryer, and Air intake system for the Utilities Department

Ensure the Refrigeration system is operated and maintained efficiently and effectively within manufacturer’s specifications.

Ensure and enforce safe start up and shut-off of all utility equipment (Boilers, Chillers, Dry Cooling Towers, Air Compressor, Air Dyers etc.)

Ensures and maintainaccurate glycol logs for chill system and Dry Cooling Tower

Check and maintainaccurate inventories for all Utilities consumables including Chemicals, Reagents, and testing equipment.

Prepare standard operating Procedures, checklist, standards, One-Point lessons etc. These documents must also be updated as required and maintained in line with Roquette documentation requirements.

Monitor, start up, shut down Plant equipment from DCS.

Manage and coordinate activities in relation to inspection of the fire sprinkler system.

Manage and coordinate operations in relation to potable water production and wastewater treatment Plant.

Ensure that effluent from the wastewater reservoir is within defined limits.

Coordinate and manage training and development of new and existing employees.

Participate in the issuance of Confined Space Entry Permits and Lock out Tag out (lotto) as required.

Performs assigned responsibilities during plant evacuations due to fire and gas.

Make smart decisions and judgement in relation to technical land employee issues.

Escalate safety and quality of potential high risk technical issues in a bid to ensure quick and optimal resolution.

Lead problem solving activities on all Utility equipment.

Maintains work area in a clean and functional condition.

Participation in training activities appropriate to the position and incorporates acquired skills and knowledge.

Strong collaboration with Maintenance & Engineering to solve problems, develop maintenance plans etc.

Collaborate with the Project team in developing and implementation of CAPEX projects.

Other duties and responsibilities as assigned.

QUALITY

Responsible for acting/adjust variables to meet quality and productivity standards.

Responsible for product meeting defined quality standards for operations.

Ensure compliance with all HACCP procedures – Food grade water, steam, and refrigerated fluid in chiller.

Manage chemical change-over activities as required in line with quality requirements

Qualifications:

Must hold a valid Class 1 Power Engineer license; Chemistry background is an additional asset.

5 – 7 years’ experience working in an industrial manufacturing environment.

Experience in operating large Utilities facilities (power distribution, steam generation, vacuum systems, compressed air systems, water distribution systems, Fire Protection System and Refrigeration system with Glycol as Secondary Refrigerant)

In depth knowledge and experience in troubleshooting is required

Control room experience – monitor complex processes and coordinate critical activities.

Maintenance experience – prioritize assets maintenance to ensure plant reliability.

Must be available to work extended hours (including weekends) based on production and maintenance needs.

Must work under extreme conditions, such as hot, wet and cold environments, inside and outside the Plant.

Must be able to climb stairs, ladders, catwalks and able to work at heights and inside confined spaces.

Must be able to use personal protective equipment, such as respirators, SCBA, and safety harness.

Able to lift at least 25kg.
