Job Summary

Reporting to the Chief Medical Officer, BC Emergency Health Service (BCEHS), the Executive Medical Director, of Interfacility Transport & Critical Care (EMD-IFT/CC) is a member of the Clinical Operations team. Working in full partnership with the Executive Director of Interfacility Transfers, this position is jointly accountable for establishing, developing, and sustaining effective strategic priorities of BCEHS and the Provincial Health Services Authority (PHSA). 

Key Accountabilities

Working in a dyad relationship with the Executive Director of Interfacility Transfers: 

Support the ongoing development of a comprehensive Interfacility Transportation System and Critical Care Program across the province at BCEHS;  The EMD-IFT/CC and Executive Director are jointly accountable for developing, managing, evaluating and overseeing the delivery of Interfacility Transport and Critical Care programs and services, providing leadership and participating in activities related to Interfacility Transport and Critical Care. Foster strategic, clinical and operational relationships with public safety and health authority stakeholders directly related to identifying challenges and opportunities that will improve patient care within Interfacility Transport and Critical Care to improve processes and services achieving clinical, operational and quality excellence;  Provide medical leadership and oversight for program development and implementation related to Interfacility Transport and Critical Care at BCEHS; Facilitate and support a culture of staff safety and engagement; 

Strategic and Operational Responsibilities

With the Executive Director of Interfacility Transfers, the EMD-IFT/CC is jointly accountable for developing and monitoring clinical service plans for Interfacility Transport and Critical Care, which align with the overall operations service plan and be accountable for achieving the objectives contained within;  Provide leadership and coordination with respect to the patient care process, in the evaluation of the efficiency, quality and delivery of the services, including and without limiting the generality of the foregoing, participation in medical audits, peer and interdisciplinary reviews, chart reviews, and patient safety event reviews;  Participate as a clinical leader in the disclosure of adverse events as appropriate and support relevant medical directors and others in enhancing their skills;  Participate as a voting member of the Clinical Advisory Committee.  Act as a representative of BCEHS in specific activities from time to time; and  Undertake specific projects assigned from time to time by the CMO. 

What you bring

Qualifications:

Eligibility for registration with BC College of Physicians and Surgeons plus Royal College (RC) or CCFP(EM) certification.  Fellowship in Critical Care Medicine from the Royal College of Physicians and Surgeons of Canada or an appropriate equivalent.  A minimum of 5 years of experience practising at the Consultant level in a tertiary or quaternary care Intensive Care Unit and current clinical competency in critical care medicine. Candidates with direct clinical experience practising in prehospital and transport medicine within a high-performing HEMS or Retrieval Medicine system will be strongly favoured.  Diplomate in Prehospital and Transport Medicine from the Royal College of Physicians and Surgeons of Canada is highly desirable. A master’s degree in Health Services Administration or relevant health care discipline is desired with at least 3-5 years of recent, related experience in quality improvement in large complex health systems.  Strong leadership skills, including a clear understanding of hospital processes, as demonstrated via the LEADS Framework.  Commitment to a patient and family-centred model of care.  Commitment to and demonstrated experience with promoting the values of diversity, equity, inclusion, and cultural safety.

Skills & Knowledge: 

Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system. Model and support full team commitment to Indigenous Cultural Safety and anti-racism. Demonstrate humility and heart-led leadership. Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019). Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
