The Opportunity:
Reporting to the Procurement Operations Manager, the Junior Buyer will be responsible for securing the materials equipment and services needed to support business operations across multiple locations. Junior Buyers will create purchase orders for all commitments (including MG&A, OPEX spends with some low risk CAPEX) from approved purchase requisitions under deadline constraints, as well as managing supplier relations. Open communication with suppliers and internal business stakeholders is vital for the position. The Junior Buyer will provide support to business teams across the enterprise.

Responsibilities:
General
- Undertake activities to protect the best interests of the Company and ensure ethical standards are adhered to in all purchasing activities.
- Continually strive to improve the total cost of ownership of the goods/services purchased by the Company.
- Improve overall purchasing performance by keeping current of industry best practices.
- Abide by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of HSE principles and values; champions safety as necessary.
- Execute all purchasing within the Company in accordance with the procedure, policies, procedures, and standards (Global and Local).
- Work with internal stakeholders to optimize procure to pay for efficiency in the purchase of goods and services.
- Acts as back up to other team members; assists Procurement Operations Manager as required.
- Understands the basic elements of risk in the Source to Pay (S2P) process, including the basics of contracting. Engages other groups such as Contract Advisors to ensure that terms and conditions and risk mitigation requirements are covered for more complex ordering.
- Support the execution and coordination of the relevant Sourcing & Procurement steps in the P2P process (Qualify, Request, Approve, Order, Expedite and Receive) in order to get the right service/product at the right place at the right time.
- May directly facilitate the execution and coordination of the Sourcing and Procurement steps as outlined above for lower risk purchases.
Operational
- Ensuring data integrity, create Purchase Orders (PO) daily for all transaction types primarily MG&A, OPEX with some lower risk CAPEX transactions.
- Convert requisitions daily into purchase orders, request quotes from suppliers and subsequently lead awarding process.
- Follow-up on open orders, returns/credits, add funds to POs, updating codes, reduce stock duplications, resolve overages, shortages and damages and update systems accordingly.
- Follow-up with suppliers for order confirmation and confirm delivery dates.
- Ensure understanding of scopes of work, terms and conditions (expected service/item to be delivered, price, delivery date, incoterms, payment terms) and these are properly defined between suppliers and the Company.
- Effectively use the supporting ERP system and the S2P system (Ivalua).
- Work with other users generating POs and system administrators to unblock issues associated with S2P process (e.g., urgent requests, data issues, etc.).
- Assist with any ad-hoc requests or projects as required.
- Run simple sourcing activities such as multi-quotes from established vendors.
- Interface with internal stakeholders to ensure that order requirements are understood.
- Identify opportunities to consolidate spend, identify sources of supply for products/services and develop catalogs to improve efficiency and simplify buying channels.
- Ensure delivery of procurement key performance indicators.
- Work with internal stakeholders on exceptions and accurate price administration in accordance with the contract.
- Ensure third party risk management compliance to all policies/requirements.
- Confirm appropriate delegation of authority for all commitments.
- Understand basic tax application and select appropriate tax codes
- Consult with the Procurement Operations Manager for the proper implementation and follow-up of relevant procurement contracts.
- Support the wider supply chain team in performing spend analyses, contract analyses, category review and propose actions and initiatives.
- Support the wider supply chain team to support administration duties associated with tenders and other sourcing events (e.g. RFx)
- Support the wider supply chain team to pre-qualify suppliers through ISNetworld and Complyworks systems and other compliance requirements as identified.
Support, Training and Continuous Improvement
- Provide training support to internal stakeholders on the steps required to make purchase commitments utilizing the ERP and/or Ivalua including issue resolution.
- Communicate policy, process and procedural requirements to internal stakeholders and suppliers to ensure compliance.
- Support to onboard new team members.
- Identify opportunities for process improvement.
- Support the development of process documentation.
Education:
- Post-secondary education or equivalent 3+ years’ experience in purchasing, logistics and/or inventory in an industrial/manufacturing/petroleum environment.
Requirements:
- Experience in creating purchase orders for varying types of material and services including projects, administrating existing orders, and stewarding orders to completion.
- Knowledge of contracting principles, processes, standards, etc.
- Basic knowledge of service and supply contracts, including tax codes.
- Basic understanding of Provincial and Federal Regulations related to purchasing transactions.
- Working knowledge of the S2P process, including automated workflow approval systems.
- Superior customer service skills including the ability to create positive interactions with internal clients and external suppliers.
- Excellent verbal and written communication skills.
- Working knowledge of large ERP and P2P systems: (Oracle JD Edwards, SAP, Ivalua)
- Strong proficiency in Microsoft Office with focus on being an Intermediate level of proficiency with Excel.
- Multilingual written and oral communication is an asset – English, French and Spanish.
- Strong critical analysis and problem-solving skills.
- Strong attention to detail and effective organizational skills.
- Strong time management skills with the capability and flexibility to respond to critical deadlines, changing priorities and requirements.
