GIS Technologist

POSITION PURPOSE
This position is responsible for maintaining the Region’s geospatial data and conducting research in client business requirements and user needs. Creating and editing spatial data, models and databases and producing cartographic products and reports. Analyzes spatial data relationships and participates in projects.

MAJOR RESPONSIBILITIES

Collaborates/works with stakeholders and follows the corporate strategic leadership, planning and direction related to this function.  Prepares and documents statement of business requirements and user needs. Assists senior staff in specification, design, development, installation, testing and documentation of applications and data architecture. Researches, digitizes, processes, and annotates spatial data, including integration from external stakeholders. Designs and prepares cartographic products, other spatial data products, graphics, and presentations. Designs and maintains data models and relational database structures.  Develops, maintains, and integrates spatial databases, attributes, and metadata. Performs analysis and modelling of spatial data relationships; evaluates and documents results.  Creates linkages between spatial data and client’s business data. Performs Web administration including Web server configuration and performance monitoring. Monitors Web and software license usage and prepares reports, as required. Responds to inquiries and resolves concerns, as appropriate. Ensures that services provided meet Regional customer service standards. Participates on committees, work groups, task forces and projects, as assigned. Manages information in accordance with legislation and corporate standards. Performs other duties as assigned, in accordance with Branch and Department objectives.

QUALIFICATIONS

Successful completion of a University Degree in Geographic Information Systems, Environmental Science, Computer Science, or related discipline or approved equivalent combination of education and experience. Experience working with relational database management, spatial databases, and data visualization tools. Experience using Asset Management System and customizing and updating tables and to interpret As-Built designs. Demonstrated knowledge of GIS principles and experience using ESRI’s ArcGIS platform, including ArcGIS Pro and ArcGIS Online. Knowledge of relational database systems, spatial data creation methods and techniques and spatial product delivery design and production. Working knowledge of programming languages. Experience using Asset Management System and customizing and updating tables and to interpret As-Built plans. Understanding/experience of QA/QC principles and data integrity issues. Excellent analytical and problem-solving skills. Demonstrated ability in the Region’s core competencies.
