The Leader, Indigenous Engagement, will play a critical role in helping VCH collaborate, consult and communicate with First Nations, Metis and Inuit communities across the region through transparent, respectful, and meaningful engagement. This is part of our continued commitment to the Provincial Declaration of Commitment to Cultural Safety and Humility, the Truth and Reconciliation Commissions Calls to Action, and the United Nations Declaration of the Rights of Indigenous People.


As a member of the VCH Community Engagement team, the Leader, Indigenous Engagement, will lead engagement programs that connect Indigenous peoples with VCH initiatives, including the delivery of assets, infrastructure, health care services and programs, as well as the development of resources to support the organization’s journey of listening, learning and advancing reconciliation with Indigenous peoples.
Reporting to the Regional Director, Public Affairs & Stakeholder Relations and with a matrix reporting structure to the Director, Indigenous Engagement & Inclusion, this role will collaborate closely with other Communications team members, Indigenous Health, regional project and program teams, Community of Care leadership, and First Nations and Indigenous community partners to help VCH develop engagement programs and business initiatives that reflect the unique needs and considerations of Indigenous partners. The Leader, Indigenous Engagement, will lead the way in helping VCH embrace and adopt Indigenous perspectives and methodologies to guide community engagement work and inform initiatives throughout the health authority.

As a Leader, Indigenous Engagement with Vancouver Coastal Health you will:

Leads and / or supports the design, development, execution, and evaluation of engagement programs that promote the delivery of safe, quality health care at VCH. Serves as a liaison with First Nations, Métis and Inuit and health care leaders to facilitate culturally-safe and meaningful dialogue to improve patient and client experiences and health outcomes for Indigenous peoples. Represents Community Engagement on project panels, working with internal project partners to promote the appropriate level of engagement with Indigenous peoples and ongoing alignment around broader engagement activities. Fosters ongoing relationships with Indigenous peoples to ensure the voice of First Nations, Métis and Inuit are represented across VCH programs and services. Works with the broader Community Engagement team and VCH to embed Indigenous perspectives and Indigenous methodologies into the design and implementation of engagement initiatives Supports the development of protocols and resources to help guide and inform VCH engagement activities that promote cultural knowledge and safe and respectful cross-cultural interactions. Maintains knowledge and understanding of current Indigenous Health and health care system issues, policy, legislation, trends, research, etc. Tracks emerging promising practices around public participation and Indigenous engagement that can be incorporated into VCH engagement programs. Performs other related duties as assigned.

Qualifications

Education & Experience

A university degree in community development, communications, public relations, marketing or another relevant discipline. A post-graduate degree and accreditation/certification (IAP2) would be an asset. A minimum of ten (10) years of experience in community engagement and capacity building, or a health-related discipline, or an equivalent combination of education and experience. Indigenous cultural safety training or equivalent lived experience. Trauma informed practice education or experience would be an asset. Pursuant to Section 41 of the BC Human Rights Code, preference may be given to applicants who self-identify as Aboriginal (First Nation, Metis, or Inuit). All qualified candidates are encouraged to apply.

Knowledge & Abilities

Demonstrates extensive experience leading engagement with Indigenous communities around the delivery of assets, infrastructure, services, and / or corporate initiatives. Demonstrates extensive knowledge of Indigenous communities (especially those within VCH region) and resources, and demonstrated skills in the area of Indigenous engagement Expert understanding of relevant protocols, procedures, principles and considerations for engaging with First Nations, Metis and Inuit partners. Demonstrates significant knowledge of the philosophies, principles and practices of community engagement and public participation, including the role of communications in supporting community engagement. Demonstrated knowledge regarding Indigenous facility design considerations would be an asset. Demonstrated ability to effectively mentor and enact cultural humility for cultural safety. Demonstrated leadership and ability to foster a culturally safe, motivating, respectful and encouraging environment. Strong strategic and analytical thinking, problem-solving, project management, organizational, consultative, facilitation, consensus-building and conflict resolution skills. Demonstrated ability to lead the development and implementation of plans, strategies and programs in a deadline-oriented, high-profile and demanding environment. Exceptional ability to communicate effectively and creatively, both orally and in writing, within tight time frames. Physical ability to perform the duties of the position.
