Systems Analyst

Job Responsibilities:
- Systems Analyst provides senior technical expertise, project leadership, and coordination of activities in the development, implementation, and maintenance of a diverse range of cost-effective I&IT solutions.
- Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency
- Provides specialized technical expertise in the overall analysis of the design and architecture of systems solutions.
- Identifies short and long-term project goals/objectives, and as a senior technical expert, defines and identifies program and service delivery requirements in support of the development and/or acquisition of client applications
- Systems Analyst leads the analysis, development, and documentation of design and architecture of systems solutions.
- Leads the development of testing, integration, and implementation of systems solutions into the clients' applications
- Guides the feasibility studies and cost-effective analyses of proposed client I&IT initiatives, ensures all studies and analyses are documented
- Leads the technical aspects of projects related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle (SDLC). This includes: planning, scheduling, and estimating resources, providing technical expertise, coordination, monitoring progress providing management with project status updates
Must Haves:
- Hands-on intensive experience with IBM Web Content Management
- Extensive experience with updating Wireframes based on BRD
- Experience with Google Analytics and Crystal reports
- Hands-on experience in preparing detailed analyses and recommendations to ensure compliance with appropriate OPS standards on security, privacy, and accessibility (TRA, PIA, Architecture gating processes)
- Conduct Design Walkthrough sessions with the project team
- Produce Technical and Application Design Documents
- Understanding of systems environments, business analysis, and change management in projects or programs related to integrated multi-ministries government services
Nice to Have:
- Knowledge and experience with the Government Payment Gateway
- Experience with Driver, Vehicle, and Health Card Service Ontario web portal services
Evaluation Criteria
- Technical Skills: 50%
- Hands-on intensive experience with IBM Web Content Management ( must have)
- Intensive hands-on experience with IBM Urban Code deployments
- Experience with SOA applications in a J2EE portal environment
- Extensive experience with updating Wireframes based on BRD (must-have)
- Experience with setup Development, Staging, and User Acceptance Testing Environments
- Experience in preparing and carrying out deployments into the DEV, STAGE, and UAT environment
- Database management systems and application database administration
- Experience with Google Analytics and Crystal reports (must have)
- System/Business Analyst experience: 40%
- Hands-on experience in preparing detailed analyses and recommendations to ensure compliance with appropriate OPS standards on security, privacy, and accessibility (TRA, PIA, Architecture gating processes) (must have)
- Experience to carry out Quality Assurance Testing
- Walkthrough, Documentation, and Knowledge Transfer
- Conduct Design Walkthrough sessions with the project team (must have)
- Conduct Code-level Walkthrough sessions
- Produce Technical and Application Design Documents (must have)
- Understanding of systems environments, business analysis, and change management in projects or programs related to integrated multi-ministries government services (must have)
- Experience in producing business and technical documentation and agreements
- Produce step-by-step Installation and Back-out Procedures
- Post-Implementation support
- Knowledge of theory and principles of systems design and development, programming concepts and languages, and related methods, techniques, practices, and standards
- Project experience: 10%
