Landscape Development Specialist

Main Purpose and Function
This is specialized technical work of an Arboricultural nature involving reviewing Arborist reports and other documents submitted for non-development related Tree removal permit Applications as well as reviewing for By-law compliance/Enforcement of Protection of Trees Bylaw. The work also involves conducting on-site inspections relating to tree removal or retention, investigating, processing and resolving complaints pertaining to Protection of Trees Bylaw matters and performing research tasks as required. Considerable independence of judgment and action is exercised in the technical aspects of the work, while unusual or controversial matters are discussed with a supervisor.
Specific Duties and Responsibilities
Processes non-development related Tree removal permit applications Ensures By-law compliance and enforcement of Protection of Trees Bylaw for either development site or non-development site Conducts inspections to evaluate and assess arborist reports for all development sites in consultation with the Arboriculture Development Technicians Discusses non-compliance with development and authorizes changes to approved plans during installation or directs applicants to apply for amendment or revision to development permit Liaises with and provides advice to a variety of internal and external contacts concerning matters related to Protection of Trees Bylaw Investigates, processes and resolves complaints for the public pertaining to Protection of Trees Bylaw matters Performs various research tasks and prepares, establishes and maintains a variety of records, files, correspondence, reports and related material pertaining to the work Performs Enforcement of Protection of Trees by-law including preparation of materials for Law department including evidence gathering and being expert witnesses Performs By-law compliance/ Enforcement tasks including site inspections , detailed evidence gathering and preparation of prosecution files, witness interviews and statements, preparation of concise inspection reports, prep of letters and orders, follow up inspections, prep of prosecution files, attending court, including but not limited to: Damage tree violation investigation Issuance of stop work orders and notices Work without permit investigations and resolutions Site meetings with contractors, building owners Investigations of damaged trees/roots through construction Other tree violations/investigation, enforcement of all Protection of Trees Bylaw violations, report and follow up, prep for prosecution file Reviews non-development related Tree removal permit application including review of arborist reports and site visits which includes contentious removals, high profile removals, on-site arborist report review, verification, and rejection Conducts replacement tree inspections. The position is responsible for approval, enforcement, letters and orders, prep of prosecution files for non-development related tree removal permit Meets on site with contractor, builder, designer, arborist, and homeowner Ensures development site is in compliance with approved site and or landscape plans, inspection of damaged trees/roots during construction, tree protection barriers infractions and violations, issuances of stop work notices and orders, work without permit investigations and resolution Investigates, processes and resolves complaints and neighbour disputes Provides advice to the public/ applicants through EMPro/email/phone calls Other duties/responsibilities as assignedQualifications
Education and Experience:
Diploma in Horticulture, Forestry, Arboriculture or a related field from an accredited post-secondary institution along with considerable related experience preferably in arboriculture-related work and inspection/enforcement work, or an equivalent combination of training and experience. Certified Arborist with TRAQ Certification is preferred.Knowledge, Skills and Abilities:
Considerable knowledge of tree biology, insects and diseases, and arboricultural practices and construction methods. Considerable knowledge of Protection of Trees Bylaw and regulations and of the departmental rules, regulations, policies and procedures governing the work; knowledge of Urban Forest Strategy and arboriculture practices and principles Considerable knowledge of applicable by-laws, the department rules, regulations, policies and procedures governing the work Considerable knowledge of arboricultural practices and principles Working knowledge of the functions and procedures of other municipal departments as they relate to the work performed Working knowledge of development practices Ability to read and interpret site plans and specification Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to interpret and explain Protection of Trees Bylaw, regulation and related requirements to same Ability to perform a variety of inspectional, investigational and evidential duties related to the workWhere operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
