Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: Reporting to the Executive Director, the Director, Strategic Community Initiatives is accountable to develop strategies which facilitate and advance quality of care and system sustainability through the development, access and implementation of innovative initiatives and services across the Regional Care Integration Programs. The Director acts as an advocate for integration and innovation initiatives, technical initiatives, practice innovations, and strategic expansion and optimization of lines of business. Establishes opportunities for external partnerships across industries, and engages internal physician and leadership stakeholders to develop, implement and support initiatives to increase access to high quality innovative and appropriate services. Recommends, formulates and revises policies to advance and enable progressive and innovative programs. Leads and manages department staff including Human Resources planning, recruitment, performance management and professional development. Responsible for developing and managing department budget. Responsibilities Directs and manages the innovation cycle from idea generation through to execution by supporting business and program units in new product and service initiatives and partnerships. Facilitates multidisciplinary innovation teams in the design of accelerated processes; leads and supports physician engagement in innovation initiatives. Develops strategies and oversees the introduction of innovations and technology into clinical services in close partnership with clinical leadership, health informatics, and others. Leads and collaborates on private and public partnerships, engaging and involving key stakeholders along the process, and developing business proposals/cases/plans for proposed new ventures and initiatives. Identifies value-add opportunities for FH to partner with third parties through strategic alliances, joint ventures and other forms of shared-risk models/partnerships to support key organizational priorities. Structures and negotiates the term(s) of agreement with third party organizations to transfer risk as/when appropriate, maximize value to FH, ensure accountability and protect Fraser Health's interests. Develops accountability and management frameworks to monitor the outcomes of partnership arrangements to ensure Fraser Health's objectives are achieved. Identifies investors to develop and fund key business opportunities; establishes a seed fund and investment strategy to support new innovations. Builds critical strategic partnerships with health authorities, academic & research institutions, community partners, government partners, and private industry relevant to key initiatives and strategic priorities. Liaises and collaborates with private and public sectors to facilitate knowledge transfer. Provides leadership, direction and management to designated staff using effective management techniques (e.g. coaching, mentoring, skill and leadership development, decision making, coalition building, performance management and recruitment). Manages resources through the development of a departmental operating budget, reviews expenses and develops action plans for the portfolio. Partners with Health Informatics and Centre for Advanced Analytics, Data Science, and Innovation. Works with Health Informatics and PHSA technology services to enable technology procurement and installation where appropriate. Standardizes market research methods to evaluate innovation and business opportunities and inform investment selection criteria. Implements a coaching/mentoring program to equip organizational leaders with an entrepreneurial mindset and content knowledge on how to implement innovative ideas and concepts into program/services planning. Identifies and supports the translation of research opportunities and proven research innovation into clinical practice and explore commercial opportunities where relevant. Applies a systemic approach to identify emerging trends in health care delivery and translating these into a vision for innovation. Defines and implements strategic metrics to track improvements in innovation across the programs and/or aligns initiatives to support existing strategic measures/objectives. Qualifications Master's Degree in Business Administration, Health Information Sciences, Health Informatics, or other related field, supplemented with years’ related experience in supporting innovation and development; complex project management; digital strategies and/or system implementations across an organization; or an equivalent combination of education, training and experience. Uses effective facilitation, persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes. Demonstrated ability to create and execute plans and ensure timelines are met while working with a variety of stakeholders. Demonstrated experience leading a team and fostering a respectful, motivating and supportive environment. Exercises initiative, self-direction and problem solving abilities to identity gaps and opportunities for improvement. Physical ability to perform the duties of the position.
