The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

The  Enforcement Division  supports the OSC in delivering fair, vigorous and timely enforcement. The Enforcement Division investigates and litigates breaches of securities laws in Ontario. Members of the division share information with other securities regulators, self-regulatory organizations and law-enforcement agencies and collaborate on initiatives to enhance our respective abilities to fight misconduct. A strong enforcement presence is key in protecting investors from unfair, improper or fraudulent practices and fostering fair and efficient markets.

The Enforcement Branch is hiring for an intermediate level Legal Counsel (8 month   position with possible extension)  position to play an active role in policy review and development within the OSC. This position reports jointly to the Director and Deputy Directors, with oversight from senior staff.

What will you do?

Assist in advising on and drafting of policies, rules, legislation and staff notices.

Conducting research on legal and regulatory issues (background and context); analyzing and assessing information, reviewing the regulatory structure, rules and policies in other jurisdictions to identify international standards and practices.

Analyze and develop plans and principles for the legal services being provided.

Coordinate various aspects of projects and policies with appropriate staff across the Commission, including the General Counsel’s Office, government and the CSA.

What do you need to be successful in this role?

3 to 6 years of related experience, including policy development and/or securities litigation experience (an asset).

Excellent analytical skills and ability to think outside the box.

Ability to work well with individuals at all levels and across sectors and jurisdictions.

Excellent organizational skills and detail oriented.

Superior communication skills, both written and oral and ability to draft concise briefing material, submissions and other reports using plain language.

Strong legal research and analytical skills with ability to process information quickly and balance regulatory objectives with practical business considerations.

Demonstrated superior time management skills and able to multi-task effectively.
