Ontario Health oversees a significant funding envelope that is directed to hospitals and other health system providers to deliver high quality and timely services. Before OH was established, Cancer Care Ontario (now part of OH) primarily funded the delivery of Cancer and Chronic Kidney Disease services. In that capacity, the agency developed and provided oversight to several patient-based funding methodologies stemming from Health System Funding Reform (HSFR), an initiative of the Ministry of Health’s Excellent Care for All Act .
With the impact of COVID-19 on the province, transition of Cancer Care Ontario into OH, and evolving government’s mandate regarding improvement in the delivery of health system services through establishment of Ontario Health Teams (OHTs) and other initiatives, such as diabetes and mental health strategies and more, the range of the services in need of new funding models has expanded to include many other services. The mandate of the OH Funding Unit remains development of value-based, anchored in principles and patient-centered funding models across a variety of settings and services.
As an essential member of the OH Funding Unit, the Sr. Methodologist will lead and oversee the development of various funding initiatives across multiple sectors, including hospitals, long-term care, primary care, and others. They will serve as a subject matter expert, providing advice to the methodologists and analysts within OH Funding Unit and across other OH teams on the development of funding frameworks and methodologies, and selection of appropriate analytical methods. The Sr. Methodologist will work with members of the Funding Unit team, various clinical program teams across OH, and external stakeholders (hospital representatives, Public Health, Ministry, etc.).
Here is what you will be doing:
Oversees development of multiple funding models, as dictated by workplan and organizational priorities
Serves as an expert resource to methodologists and analysts within OH Funding Unit regarding the development and refinement of funding methodologies for a variety of projects
Develops strong relationships with various clinical program teams across OH, clinical leads, and external stakeholders (hospital representatives, Public Health, Ministry of Health, etc.)
As a member of multi-disciplinary teams, leads group discussions and assists group members in decision-making process from problem identification to resolution
Assists stakeholders in articulating business questions by translating these questions into information needs and develops protocols for supplying the information needs. In doing so, demonstrates strong knowledge of healthcare datasets, statistical methods, and policy implications
Makes recommendations and decisions based on logical thinking that is aligned with resources, corporate strategies, customer/business unit objectives and corporate/departmental policies/procedures
Develops and presents material for review and informational purposes using excellent written, verbal, and graphical communications skills, with ability to express complex concepts effectively
Works in a self-directed manner within the overall context of project plans and corporate strategies
Reviews own and others work for adequacy in meeting milestone objectives and achieving long-term desired organizational results
Manages time to appropriately phase deliverables according to aggressive timelines
Accountable to designated team lead, manager or director for all responsibilities as identified above
Here is what you will need to be successful:
Education and Experience
Master’s Degree with an emphasis on quantitative methods (such as statistics, epidemiology, economics, or recognized equivalent) is required
Completion of additional career-related training in health sector subject matter areas or advanced methods is an asset
Minimum 5 years of applicable work experience in planning, policy, decision support, clinical operations, or research
Previous experience with Quality Based Procedures, funding models, costing, or clinical priority areas (e.g. COVID-19, mental health) is an asset
Strong knowledge of health system policy and/or healthcare databases and reporting requirements (e.g., DAD, NACRS, MIS Standards) is an asset
Strong analytical skills as demonstrated in one or more of the following areas:
Programming in SAS, SQL, or alternative programming language
Excel data manipulation and analysis (formulas, pivot tables, charts, power query)
Micro costing processes and techniques
Skills and Abilities
Excellent critical thinking and problem-solving skills
Excellent interpersonal skills, including ability to work collaboratively with clinical professionals, cross-functional teams, and external stakeholders
Excellent oral and written communication skills
Experience managing multiple and complex projects, and ability to work independently in a fast-paced environment
Attention to details is a must
