Main Purpose and Function

This is a management and administrative position supporting the Director of Housing Policy and Regulation in the Planning, Urban Design and Sustainability Department (PDS). As part of the management team, the incumbent will be responsible for managing the day-to-day operations of staff in the Housing Policy and Regulation Division consisting of the Housing Policy group, and the Housing Projects group. In addition, the role includes oversight and quality control, decision-making, issues management and liaising with committees, boards and panels.

This Division oversees the development and implementation of the City’s Housing Strategies, Policies and Regulations. The Division also provides Subject Matter Expert advice to rezoning and development applications, with a focus on securing regulatory requirements regarding housing tenure, quality and affordability, and supporting compliance with Tenant Relocation and Protection Policies. The Assistant Director helps manage administrative needs including employee matters, budgets and work programs.

Specific Duties and Responsibilities

In addition to serving as alternate to the Director of Housing Policy and Regulation, the primary role of this position is to manage the day-to-day operations and staff in the Division, with a focus on oversight of all Housing Project functions. Specific responsibilities may include the following:

Manage professional and technical staff related to procedures and resource allocations. Labour relations including recruiting and performance management for staff in the Division. Support staff to scope work items; review work and provides technical and process advice; problem solves with staff and other work groups and departments. Provide professional advice on housing policy projects to the General Manager of Planning, Urban Design and Sustainability, the Department management team and to others. Review and approve reports and presentations to City Council and Council Committees from the Division. Prepare and present reports and information to City Council, Committees, Boards, and community and business groups. Issues Management. Effectively liaise with other Divisions and Departments in the City, as well as outside committees and advisory panels, community groups, and agencies and represents the Division or Department on various Steering Committees. Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

A university degree in Urban Planning, Architecture, Urban Land Economics and/or a related discipline, and preferably a Master’s degree. 10 to 15 years of progressively responsible planning, project management, supervisory and related experience or an equivalent combination of training and experience. Membership or eligibility for membership in the Canadian Institute of Planners is desirable.

Knowledge, Skills and Abilities:

Thorough knowledge of the principles, practices, and tools of city planning and a thorough understanding of the City of Vancouver’s Zoning and Development By-law, Guidelines, and Rezoning policies and processes. Thorough knowledge of federal and provincial housing policy and program frameworks in Canada, and an ability to translate them into concrete policy and actions in the City of Vancouver. Extensive analytical, creative, decision-making and strategic skills and the proven ability to reach sound decisions and to resolve complex problems. Ability to effectively manage a wide range of high-profile projects, with the volume and nature of the programs continually changing, and to meet aggressive schedules and deadlines. Demonstrated ability to manage a large and diverse team of professional and technical staff; effective leadership skills including the ability to inspire, motivate, coach and mentor staff. Experience in public involvement, problem-solving, consensus building, facilitation, negotiation and mediation with diverse groups, individuals, and interest groups. Ability to establish sound and effective working relationships with others. Skills to speak persuasively to a wide variety of audiences from the general public to major community, business groups and City Council. Ability to prepare clear and concise reports on complex technical and policy issues, suitable to a variety of audiences.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
