Who We Are

Campus Public Safety provides protective and responsive safety, security, emergency management and risk mitigation services across all three campuses at Simon Fraser University. The department is a component of the Safety & Risk Service division, which has an overarching mandate to collaboratively enhance safety and mitigate risks for students, faculty, staff and the public. Working in collaboration with diverse student groups, academic departments, administrative service units, and external agency partners, Campus Public Safety is dynamic and complex, promoting continuity of care and integrated community supports. 

About the Role

The Manager, Operational Planning & Response will work closely alongside Campus Public Safety senior leadership to oversee the daily safety and security operations across SFU's three campus sites located in Burnaby, Surrey and Vancouver. Through frequent communication with CPS Supervisors, contract Site Supervisors, patrol and dispatch staff, the Manager will provide support, direction, and training where required, all while operating under established operational standards and procedures, University Policies and legislation. Assessing the level of safety, security and risk, the Manager will correspond with the appropriate stakeholders to ensure rapid response, explore ideas on best practices for learning and prevention purposes, and identify ways to better support students, faculty and staff. 

We are looking for a compassionate, experienced individual with demonstrated leadership qualities who values relationships, is personable, and has the ability to remain calm in potentially high stress and contentious situations. Experience assessing and supporting operational plans to mitigate complex risk to persons, property and events, and ensure safety for all is key. Communication, collaboration, and a strong understanding of the importance of institutional values and culture are required in this role. The ideal candidate will be confident and conscientious in their decision-making and problem solving, possess strong leadership skills to optimize the performance of others, and is team oriented.

Qualifications

Bachelor's degree in social sciences or a related field from a recognized institution, and five years of supervisory experience in an operational public safety role, ideally within a campus, community policing, or complex community safety environment within a large multi-jurisdictional organization or an equivalent combination of education, training, and experience. Industry recognized professional accreditation preferred.

Expert knowledge of contemporary concepts, theories and best practices in public safety and security management within public sector environments, with an emphasis on Enterprise Security Risk Management, event risk assessment and security planning, inclusive community safety programming, protective approaches to crime prevention and community safety initiatives. Excellent knowledge of public safety related Federal, Provincial, Municipal, and Criminal Code statutes, by-laws, regulations, and/or policies; eagerness to develop excellent knowledge of University Act and SFU Policies, develop SOPs that align with institutional values and the CPS strategic vision. Excellent investigative and analytical skills, and ability to apply sound judgment and communications in problem solving, evaluating courses of action, and making decisions on complex, dynamic and stressful emergency, safety and security matters. Strong skills in complex problem-solving within a large organization, relationship building, and multitasking in potentially stressful situations.  Deep understanding of current investigation practices, emergency preparedness and response, personal safety, security infrastructure systems (access controls, alarms and closed-circuit television), and traffic safety.
