Job Description

Pretreatment Inspector performs technical duties in the inspection of Accela Permits, industrial, commercial facilities, waste storage, and Industrial wastewater discharges to ensure compliance with ordinances and state and federal requirements. This includes developing and conducting public outreach and education activities; inspection of industrial, commercial dischargers; drafting inspection reports and enforcement actions; drafting industrial wastewater discharge permits; and participating in compliance hearings. Additionally, incumbents are responsible for conducting field tests for acidity, alkalinity, chlorine demand, hydrogen sulfide, and other factors to determine if waste discharge causes deterioration of sewage facilities or pollution and contamination of surface and underground waters. The Industrial Pretreatment Inspector is distinguished from other Inspector classes by its focus on industrial and commercial waste discharge compliance.

Job Responsibilities

1. Performs regular, random and annual inspections of commercial and Industrial users.
2. Monitors industrial wastewater discharges using automatic sampling equipment and standard sampling methods to determine compliance with federal and local regulations.
3. Conducts routine inspections of industrial facilities to update wastewater discharge information, determine changes in manufacturing processes, determine compliance with various environmental regulations, and determine the applicability of federal and local regulations.
4. Inspects pretreatment devices/grease traps and oil interceptor dimensions, specifications, operation, and maintenance in accordance with best management practices on businesses connected to the collection system to determine if they are in compliance with the City wastewater regulations and plumbing codes.
5. Surveys new businesses assigned thru Accela to determine applicability of ordinances and regulations.
6. Maintains a daily record of discharge sampling and testing, and other related activities for the Industrial Pretreatment Program.
7. Enters data into a personal computer to update computer files, prepare inspection reports, and prepare correspondence.
8. Works with Federal, State and local agency representatives and other outside professional or peer organizations.
9. Comprehends and makes inferences from City codes, Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) regulations when inspecting businesses for compliance, issuance of citations for non-compliance.
10. Operates sample collection equipment and analytical instrumentation following US TCEQ / EPA approved methodology.
11. Coordinates sampling activities with the Pretreatment Supervisor. Must maintain quality assurance/quality control program for appropriate methods for sample collection, analysis, data handling and analyzing duplicate, split, and trip and field samples.
12. Develops procedures and recommended practices relating to the control of Fats, Oils and Grease (FOG) program in accordance with MPU Policies.
13. Coordinates with the Pretreatment Supervisor to ensure all waste transported in the City, by haulers, is disposed of in accordance with all TCEQ / EPA rules and regulations.
14. Performs other related duties as assigned to enhance the overall operations and services of the division and department.
15. Performs work related to the operation of the wastewater treatment facility and collection system as directed by the Pretreatment Manager and Supervisor.

Knowledge, Skills and Abilities

Minimum Requirements - 1.Job requires an accredited high school diploma or GED equivalent. TCEQ License is preferred.
2.Previous experience in wastewater, with use of analytical judgement and decision-making abilities preferred.
3.Job requires a valid Texas Class C Drivers License.
4.Must be able to meet and greet the public in a friendly courteous manner, using tact and diplomacy.
5.Must be able to manage time efficiently with self-initiative and oversee assignments through completion using mature judgment.
6.Must be able to use general office equipment.
7.Must be able to use laboratory equipment, automatic sampling equipment, power hand tools, and other equipment.

Physical Requirements

1. Ability to perform occasional moving up to 100 lbs. on a regular basis.

Additional Information

1. This is a safety sensitive position subject to random drug and alcohol testing.
2. Position has no supervisory responsibilities.
3. Assists with division operations during hurricane and other emergencies, position is on-call.
4. May work as needed to include working on irregular, night, weekend and/or holiday shifts.
