The Corporation of the County of Huron Social and Property Services Department is Seeking a Full-Time Housing Services Manager

The Housing Services Manager works in collaboration with the Director, Social and Property Services to ensure the management, direction and overall performance of the Housing division programs are in accordance with applicable legislation and regulations. The Housing Services Manager ensures program delivery through planning, development, implementation, monitoring, and evaluation.  Work is achieved through management and coordination of employees.

The Housing Services Manager is a member of the Social and Property Services Department leadership team, which is responsible for strategic and operational planning, budgeting, establishing policy, resolving human resource issues and preparing and presenting reports.

The Housing Services Manager is responsible for integrating functions and for program outcomes.  Provides leadership in the development of creative and responsive work teams focused on service excellence for the community, setting and maintaining performance standards for staff.

The Housing Services Manager fosters innovation and learning, best practices, and efficiency throughout the Social and Property Services Department.

This position represents the Social and Property Services Department and the County of Huron, and acts as a resource to colleagues, peers, community groups and agencies.

Responsibilities:
  • Strong skills in leadership within an interdisciplinary team, program and project planning and evaluation, innovation, communication, team building, personnel management, collaboration, budgeting and financial management, critical thinking.
  • Develop and implement a broad range of housing and homelessness services programs and initiatives through strategic and operational planning, monitoring, reporting and evaluation, ensuring alignment of divisional goals and actions plans with broader policy objectives.
  • Responsible for carrying out the role of the Consolidated Municipal Service Manager for the County of Huron through the administration of agreements and subsidy programs for housing and homelessness services. This includes the development and oversight of the affordable housing programs, Homelessness Prevention Program initiatives, local housing corporation, housing providers and other housing initiatives released by the provincial and federal governments.
  • Liaise with housing providers including non-profits, co-operatives, and private landlords to ensure the effective delivery of programs, and compliance with legislation.
  • Analyze reports to assess performance against desired housing program outcomes, identify program variances, and develop action plans which address program performance issues.
  • Highly effective interpersonal skills with demonstrated political acuity in managing relations with elected officials, government agencies, staff and the general public.
  • Well-developed organizational and time management skills to ensure programs operate according to required timelines and to utilize all available funding. Sound judgment and decision-making skills.
  • Oversee the social and operational management of the local housing corporation, excluding maintenance and capital components.
  • Advocate, foster, develop and maintain liaisons and partnerships in the community, provincial ministries, local agencies and other County departments.
  • Preparation and collaboration with Director for the annual budget process for housing programs, excluding all maintenance and capital components. Administer and monitor the approved budgets.   Prepare and report on statistical information pertaining to budgets and program expenditures.
  • Ensure compliance with all funding requirements.
  • Research, prepare and write proposals to meet new provincial initiatives, programming and social needs for Housing Services.
  • Assist with research and consultation related to new housing development.
  • Coach, mentor and direct staff, and complete regular performance appraisals. Oversee two functional managers (Housing Services Supervisor and Homelessness Programs Supervisor) and foster long-term planning.
  • Participate in recruitment and ensure appropriate orientation for new staff, and plan for education of current staff.
  • Excellent interpersonal awareness and an ability to work as a positive member of a team.
Qualifications and Educational Requirements:
  • Bachelor’s degree in social services or public administration, or related field.
  • Five years experience in the administration of housing services.
  • Two years of experience in an area related to management in the public sector.
  • Two years of experience working with federal and/or provincial funding agreements and contract management.
  • Knowledge of community services and information in relation to social services delivery.
  • Knowledge and interpretation of the relevant Acts and Regulations (Housing Services Act, Residential Tenancies Act, other relevant housing Federal/Provincial/Municipal Housing and Homelessness legislation.
  • Working knowledge of computer software applications.
Location:

The position will work out of the Jacob Memorial Building located at 77722D London Road, RR 5. Clinton, Ontario, with some opportunity to work remotely.

Wage:

$ – $ per hour; as per the 2024 non-union wage grid.
