Designing, building and keeping these assets in good repair, is the responsibility of the Capital Projects, Design & Delivery branch. Reporting to the Program Manager, Asset Management and Energy, the Senior Engineer will be responsible for asset inventory/data collection, asset management, project management, emergency response, and engineering services related to Parks & Recreation’s structural assets, including bridges, dock walls, roads, culverts, retaining walls, and other infrastructure. The Senior Engineer will coordinate the condition assessment program for routine bridge inspections in collaboration with the Engineering and Construction Services Division, review resulting reports, and develop a comprehensive rehabilitation and renewal plan for bridge assets. Additionally, the Senior Engineer will ensure that the inventory and condition assessment of all other structural assets are up to date and completed in compliance with regulatory requirements either through hiring a consultant or establishing service level agreements with other City Divisions and external agencies following best asset management practices. The role also includes the development of long‑term rehabilitation and renewal strategies for these assets. Major Responsibilities Ensure condition assessments for bridges, dock walls, culverts, roads, retaining walls, and other structures are completed every 2–5 years, either by Parks & Recreation or in collaboration with other City divisions and external agencies, in accordance with legislative requirements and best asset management practices. Conduct site inspections to verify reported conditions and coordinate with consultants, contractors, and stakeholders to ensure the accuracy and completeness of data. Monitor asset conditions to support timely and cost‑effective maintenance, repairs, or rehabilitation, helping to extend the lifecycle of City assets. Maintain comprehensive and up‑to‑date asset inventories and condition assessment data. Develop and implement risk‑based frameworks to inform asset prioritization and planning decisions. Ensure asset records include key attributes, condition ratings, and risk profiles, and are consistently maintained across reporting systems. Review condition data for quality assurance, resolve data gaps, and ensure consistency and alignment across all documentation and systems. Prepare technical reports, monthly updates, and briefing materials for senior leadership, Council committees, and public inquiries. Maintain accurate and organized project documentation, including meeting minutes, correspondence, schedules, technical reports, and financial records. Prepare RFPs, RFQs and construction contracts, and lead the procurement and oversight of external engineering consultants, ensuring all work is delivered in accordance with the approved scope, budget and schedule. Ensure compliance with departmental procedures, the City’s Financial Control By‑law, and all applicable purchasing, award, record‑keeping and signing authority requirements. Review and approve consultant deliverables, including condition assessment reports and technical documentation, to ensure quality, accuracy and contractual compliance. Review and authorize invoices, progress payments and project expenditures, maintaining financial accountability and ensuring projects remain within approved budget limits. Contribute to the development of capital projects by leveraging condition assessment data to identify asset needs and establish priorities. Prepare and manage Service Level Agreements (SLAs) with City divisions and external agencies to support the effective delivery of rehabilitation and renewal programmes. Develop project background materials to inform and support the planning, approval and execution of capital initiatives. Prepare detailed construction cost estimates and maintain accurate financial records for assigned projects. Actively participate in project meetings, providing input to ensure timely delivery, budget adherence and alignment with industry best practices. Support capital and operating budget forecasting, long‑range financial planning and the implementation of asset management information systems. Liaise with client groups, Advisory Boards and City Councillors, representing Parks & Recreation in meetings and technical committees. Provide effective leadership, support and coaching to direct reports, ensuring compliance with all City and Division policies and procedures, while fostering a productive and accountable work environment. Key Qualifications Bachelor’s degree in Civil Engineering or a related discipline, and licensed as a Professional Engineer (P.Eng.) in Ontario. Extensive project management experience from inception to implementation, including planning, design, asset management and construction of infrastructure such as bridges, dock walls, culverts and other structural works. Extensive experience in preparing public sector procurement documents, including RFPs, Tenders and RFQs, as well as developing and delivering presentations for a wide range of audiences. Extensive experience in client and stakeholder engagement, with the ability to communicate effectively with a diverse range of internal and external stakeholders. Must possess a valid Ontario Driver’s License, Class G, and have the use of a personal vehicle for site visits. Extensive knowledge of legislation and standards, including the Occupational Health and Safety Act, Bridge Code, Ontario Building Code, Site Plan Approval, Planning Act, Construction Act, Conservation Authorities Act, National Fire Code, Accessibility for Ontarians with Disabilities Act, TSSA and other relevant acts and regulations. Strong understanding of asset management principles, including data collection, analysis and cost estimating. Recognized for ability to interpret and report on engineering drawings, specifications, correspondence, reports and related documents in a timely and accurate manner. Skillset includes conducting studies and surveys, developing effective engineering solutions, leading technical projects and studies, and preparing well‑informed reports and recommendations. Experience in erosion control and flood mitigation is considered an asset.
