SUMMARY

Reporting to the National Director, Projects, the Senior Project Director is accountable for strategic program management and leading the full-service project delivery of a major capital -program for the federal government within his/her assigned regional portfolio(s). At this level, the large number of projects and high value of the annual budget of the program (Plan of Projects) requires the management of factors involving high complexity and risk exposure to achieve the KPI performance criteria. This performance criteria has a critical impact on the retention of the individual portfolio contracts, secures the revenue from the holdback of management fees and ensure client satisfaction of key senior management at PWGSC. The performance criteria for which the Senior Project Director is responsible includes:

KEY DUTIES & RESPONSIBILITIES

  • Accountable for program management for a portfolio of projects with high complexity and risk in excess of $20 million. Program management includes infrastructure and fit-up space based project types.
  • Lead all construction/project management development aspects within portfolio, which including providing strategic and professional guidance to Project Team, of 15+ professionals. Develops program and project management with related experience in delivering programs and projects on-time, on-budget, within contract specifications and in-compliance with all requirements including but not limited to regulatory, environmental, health, and safety requirements. Program and project management is completed using assigned BGIS methodology and in compliance with contractual obligations
  • Direct program execution. Provide internal and external stakeholders, clients and BGIS Senior Management with advice and expertise on critical issues relating to program and project delivery. Accountable for ensuring programs are delivered on-time, on-budget, within scope and in compliant with all regulatory, environmental, health and safety requirements, including appropriate resourcing and workload allocation amongst regional project management team.
  • Accountable for meeting performance metrics for assigned programs. Manages KPIs and performance index to ensure compliance with contractual and organizational objectives. Accountable for meeting profitability targets through effective planning, leadership, operational, financial and risk management, and implementation of process and technological improvements for assigned programs
  • Provide strong leadership, guidance, coaching and support to the project management team in the continuous review, identification, development and implementation of processes and technological improvements to optimize program delivery. Develops, coaches and manages 1-5 Project Delivery Managers (variance depending on scope of region), and 15+ indirect reports (Senior Project Managers, Project Mangers, Associate Project Managers, project Administrators, etc)
  • Represent BGIS at regional meetings and engagements with clients. Develops and maintains effective relationships with clients. Accountable for resolving escalated issues from client and project management team members, managing client expectations, and ensuring client satisfaction. Ensures that client expectations are met or exceeded on all projects and that the clients' best interests are represented
  • Accountable for employee engagement, development and performance management, hiring and retention, compensation recommendations. Responsible to review project volumes/budgets and determine staffing requirement based on gearing ratios. Develops and presents business cases to client to add additional resources to meet project budgets.
  • Responsible for all contract bid documents, financial analysis and tracking within portfolio to ensure compliance with BGIS requirements and contractual obligations. Responsible for implementing and ensure quality standards conforming to plans, standards and BGIS requirements

EDUCATION AND KNOWLEDGE REQUIREMENTS

  • Post-secondary education in a related field (Architecture, Engineering, Administration etc.)
  • Demonstrated experience which is typically demonstrated with at least 15 years of project and program management work experience and 5 years of managing a team
  • Federal Security Clearance at Reliability
  • Technical & administrative expertise: strong understanding of construction project management principles.
  • Safety and risk management: understanding of a safety culture and risk mitigation.
  • Change leadership: initiative and manage the change process, remove barriers and obstacles to achieve client and BGIS objectives.
  • Strong written and verbal communication skills: ability to effectively express him/herself in both written and verbal contexts.
  • Experience in project initiation, economics, transaction negotiating, team building, design, procurement, construction, commissioning, and move management
  • Exceptionally-skilled business management ability and exceptional business acumen
  • Exceptionally-skilled business financial management ability and exceptional financial acumen. Significant experience in meeting financial and business profitability objectives
  • Exceptionally skilled at influencing, persuading and negotiating with client representatives at the senior management to executive position level
  • Exceptionally skilled at building and managing relationships with client representatives at the senior management to executive level
  • Exceptionally skilled at managing client expectations
  • Highly skilled at leading and engaging a team of individuals
  • Possesses a continuous improvement and quality mindset along with a desire to continuously seek and incorporate innovative practices and technologies in order to deliver value to the client
  • Ability to effectively solve problems and conflicts
  • Strong financial acumen, including the ability to develop and manage budgets and project spending
