Data and Analytics Product Owner Consultant 12‑month contract. Hybrid, Burnaby, BC. General Description The IT Business Decision Support Consultant – Level 3 is responsible for gathering, analysing, documenting, and managing business requirements for large and complex IT initiatives. The role produces high‑quality documentation and provides subject‑matter expertise in one or more key business or technology domains, working closely with IT teams, business stakeholders, and end users to support successful delivery of organisational objectives. Experience & Role Accountabilities Minimum 10 years of business analysis experience supporting large IT projects in a complex enterprise environment or equivalent. Minimum 5 years of experience as a Team Lead or Lead Business Analyst on complex IT implementations, including responsibility for overseeing and coaching other Business Analysts. Produce high‑quality analysis and documentation such as governance artefacts, process impact assessments, process maps, and future‑state designs, ensuring stakeholder engagement, reviews, approvals, and sign‑offs. Provide coaching, mentorship, and ongoing support to other IT Business Decision Support Consultants to ensure consistent, high‑quality analysis across projects. May be required to lead or mentor intermediate‑level Business Analysts on assigned initiatives. Liaise with internal teams, external vendors, and system integrators on data migration and system interface activities, ensuring dependencies are understood and requirements are accurately documented. Develop and maintain documentation including Business Requirements, Functional and Non‑Functional Requirements, Data Requirements, Business Scenarios, Use Cases, User Stories, Requirements Traceability Matrices, Functional Specifications, and User Interface Specifications. Support testing activities, including development of Test Plans, Test Scenarios/Scripts, and Test Reports to validate that business requirements are met. Facilitate and lead collaborative workshops with senior stakeholders, subject‑matter experts, business and technical teams, and implementation partners to conduct requirements and process analysis. Support the Project Manager by communicating complex issues, risks, and opportunities to project leadership and senior stakeholders, and contributing to issue resolution. Provide ongoing clarification and support to business stakeholders, development, training, and testing teams to ensure accurate interpretation of requirements and process designs. Assist with planning activities for subsequent project phases, contribute to business case development, and support transition activities to operational sustainment teams. Ensure proposed solutions are viable, integrated into future‑state business processes, and aligned with project objectives and business requirements. Conduct impact analysis for changes to scope or solution design, maintain change logs, and communicate impacts to the project team. Participate in or lead change management activities, including development of stakeholder impact assessments, change management approaches, and training materials to support successful rollout. Provide subject‑matter expertise in one or more key areas such as enterprise applications, data platforms, or infrastructure technologies. Recommend continuous improvement opportunities within areas of expertise, including process optimisation, system integration, and solution design enhancements. Education and Skills Bachelor’s degree in Computer Science, Business Administration, Engineering, or a related discipline, or equivalent experience. Strong business acumen with the ability to align technology solutions to organisational goals and outcomes. Expert‑level business analysis skills with the ability to quickly understand business problems, opportunities, project objectives, and solution designs. Proven leadership capabilities, including the ability to guide and influence others. Working knowledge in the following areas is considered an asset: Public sector or utilities environments. Large enterprise business and technology landscapes. Structured project delivery methodologies. Excellent stakeholder management, facilitation, written and verbal communication, and interpersonal skills, with a proven ability to build strong relationships and influence decision‑making. Advanced proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and Visio. Must‑Have Qualifications Minimum 7 years of end‑to‑end experience implementing enterprise data warehouse and business intelligence solutions. Minimum 7 years of experience with data engineering and reporting/analytics tools. Minimum 5 years of project management experience delivering data warehouse or lakehouse implementations. Minimum 2 years of experience working with DevOps or Agile/Scrum methodologies (asset).
