PURPOSE OF THE POSITION


Reporting to the Medical Director for Provincial Services & Innovation the Program Medical Advisor for Lung Cancer Screening and Diagnosis Planning is responsible for providing high quality medical leadership, guidance and expertise with respect to the scope, standards and quality of service of lung cancer screening and diagnosis in the province.Additionally, the incumbent will work with the Medical Affairs Office (MAO) as well as Medical and Program Staff with respect to the development, implementation, and ongoing provision of related services, as well as the development of quality monitoring, education, and medical staff engagement. The successful candidate will have a demonstrated ability to communicate complex information, problem solve and work collaboratively as part of a team.


DUTIES/RESPONSIBILITIES


  • Work collaboratively with Medical and Program Staff to develop, and review, policies, clinical pathways, forms, program design as well as provide medical guidance with respect to the provision of services.
  • Using a provincial lens, provide oversight and expert guidance of the development, growth and quality monitoring of the province’s cancer-related prevention and early detection programming.
  • Supporting colleagues with the ongoing learning and application of clinical practice guidelines and care pathways including supporting orientation of new physicians and nurse practitioners.
  • Apply values of collaboration that promote health equity, sustainability and quality of care including the application of the Quintuple Aim Framework for Health Care Improvement for program development, improvement and evaluation.
  • Provide high quality advice and guidance to the Medical Director for Provincial Services & Innovation, and the Chief Medical Officer when requested, on matters related to programming, policy and quality monitoring.
  • Monitor status of proposed clinical best practice changes and national matters relating to lung cancer screening and diagnosis, particularly those which may have the potential to impact the provision of programs and medical services in PEI.
  • Work collaboratively, and where possible provide mentorship, to medical staff and health care providers involved in the provision of cancer screening and diagnostic-related medical services, including those who provide follow-up care to abnormal screening results.
  • Participate actively on formal and ad hoc committees and/or working groups and/or other provinces/territories related to cancer detection programs and national standards of care, including acting as a provincial representative on national cancer screening networks.
  • Support change management and associated activities related to the implementation, and ongoing service provision of cancer screening and diagnostic navigation services in the province.


MINIMUM QUALIFICATIONS


  • Must have a Medical Degree from a recognized medical school.
  • Registration with the College of Physicians and Surgeons of PEI, or eligibility for same.
  • Eligible for certification with either the College of Family Physicians of Canada or the Royal College of Physicians and Surgeons of Canada, or eligibility for same.
  • Must have considerable (3-5 years) and relevant clinical practice experience.
  • Ongoing maintenance with the College of Family Physicians of Canada (CFPC) or Fellow of the Royal College of Physicians of Canada (FRCPC) is required.
  • Must have knowledge of cancer screening policies and services.
  • Must have knowledge of the PEI health care system, including health-related legislation, Medical Staff Bylaws and the Master Agreement between the Medical Society of Prince Edward Island, the Government of Prince Edward Island and Health PEI.


Other Qualifications


  • Knowledge of vulnerable patient populations and the social determinants of health considered an asset.
  • Courses and/or professional development in leadership considered an asset.
  • Experience applying the principles of a Just Culture approach is considered an asset.
  • Knowledge of administrative management and leadership principles considered an asset.
  • Knowledge and use of clinical practice/best practice guidelines considered an asset.
  • Knowledge and use of quality measures and program indicators to guide decision making and care improvements considered an asset.
