Meet the team

Oil and gas production is Canada's largest source of emissions. We study how technical solutions, well-designed policy and robust regulations can deliver the emissions reductions needed to make the Canadian oil and gas sector a competitive provider of low-carbon fuels and other products. Our team works closely with internal and external stakeholders to analyze emerging local and global economic and environmental trends and their implications in order to ensure that the Pembina Institute maximizes its impact in decarbonizing Canada's oil and gas sector.

The opportunity

Reporting to the director of the Oil and Gas Program, the senior analyst will provide research, strategic advice, qualitative and quantitative analysis, government relations, and fundraising support for the program. They will work closely with internal and external stakeholders to ensure that the organization maximizes its impact in advocating for decarbonization in the oil and gas sector by monitoring emerging local and global economic and environmental trends and their implications.

Your key responsibilities

  • Lead projects from inception to completion, ensuring alignment with organizational objectives while managing budgets and funder reporting.
  • Conduct research on economic, environmental, and job-related impacts of policies, synthesizing findings into technical reports, briefing notes, and blog posts.
  • Build and maintain relationships with government officials, ENGOs, First Nations, private sector representatives, and other stakeholders.
  • Lead initiatives to advance policies addressing emissions from the oil and gas sector, particularly in British Columbia and Alberta, and federally.
  • Serve as a spokesperson in media engagements and represent the organization in consultations, workshops, and coalitions.
  • Support the program director in planning and executing government relations strategies, including scheduling meetings, preparing briefing materials, and setting agendas.
  • Participate in strategic planning efforts at both the program and organizational levels, setting priorities and objectives.
  • Oversee specific program activity areas, setting the strategic direction and leading coordination efforts.
  • Work with the Strategic Partnerships team and program director to develop grant proposals and fundraising targets and maintain funder relationships.
  • Ensure projects and initiatives enhance the organization's reputation as a leader in climate policy and regulatory advocacy.

What we're looking for

As a knowledgeable and detail-oriented professional, you bring a deep understanding of the oil and gas industry and Canadian climate policy, with strong research and analytical skills. With expertise in project management, you effectively establish, organize, and monitor deadlines and resources to drive results. Self-motivated and proactive, you take initiative while working independently under managerial guidance.

A skilled communicator, you engage stakeholders — particularly policymakers and executives — with clarity and confidence. Your proficiency in analyzing quantitative and qualitative data, combined with advanced Excel skills, ensures informed decision-making. Committed to sustainability and social change, your dedication is evident in both your professional and volunteer experiences.

What you bring

  • Undergraduate degree in sciences, business, economics, law, public policy, engineering, or a related field. Master's degree is considered a bonus.
  • At least three years of relevant work experience in industry, government, or the not-for-profit sector (or equivalent combination of education and experience).
  • Advanced knowledge of quantitative analysis tools such as Microsoft Excel or ArcGIS.

Additional assets

  • Experience with energy or environmental policy advocacy and the policy-making process.
  • Experience with media and external communications.
  • Background in corporate sustainability, climate tech, or energy development.

The hiring range for the position is $73,542 to $84,048 annually based on a 37.5-hour work week , with a maximum range of $94,554. Within this range, individual pay is determined by factors including job-related skills, related experience, education and/or training, and internal equity.

We know that to meet our ambitious goals, our people are the core . We also know that one size does not fit all; therefore, we offer employees a flexible office and home schedule that allows individuals to find an optimal balance. Our employees receive a generous paid time-off package starting with four weeks of vacation, time to cover health and wellness and professional development, and our offices are closed annually from December 25 to January 1. In addition, we offer RRSP matching, parenthood top-ups, extended health and dental benefits, and yearly development funds.
