The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by: Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors Structuring proposals and negotiating agreements with investors in infrastructure projects Receiving and assessing unsolicited ideas and proposals for infrastructure Providing advisory services with respect to financing infrastructure projects The Opportunity Reporting to the Senior Manager, Accounting & Reporting, BOF is seeking a permanent full-time Financial Policy Research & Reporting Analyst (Senior Financial Analyst) to fill an existing vacancy and take on the following responsibilities: Perform complex accounting research to ensure accounting transactions are recorded in accordance with Canadian accounting principles. Conduct research on the latest policy developments and prepare position papers related to future accounting changes as relevant to Building Ontario Fund (BOF). Support preparation of external audited financial statements and quarterly internal management reports, including consolidations, notes and backup reports, for investment funds and other programs. Support operationalizing proper accounting treatments and reporting onto financial accounting and reporting system and structure. Develop financial policies, procedures, and business processes related to accounting, budgeting, travel, etc. that ensure agency compliance. Provide financial policy advice, guidance, and interpretation. Support and helps drive the annual budget process, quarterly forecasting, and ongoing financial reporting. Participate in the development and maintenance of effective information and reporting systems/processes to ensure the accuracy, integrity and reliability of financial information. Recommend and implement process optimization initiatives to improve the timeliness and accuracy of financial reports. Work across BOF to provide service and support financial management activities and ensure financial information is reported completely and accurately. Assist with the preparation of regulatory reports, as needed. Participate in and provide support for all audit activities (external, internal, Ministry, CRA, etc.) Participate in or lead projects as required. Qualifications Education and Experience Degree in Business, Accounting or a related field, or the equivalent experience Professional accounting designation (e.g. Charted Professional Accountant (CPA)) attained Minimum of five (5) years of experience in accounting, financial reporting and policy research. Experience in financial services/investment space preferred, but not required. Knowledge and Skills Strong knowledge of government financial and accounting principles (e.g., Public Sector Accounting Board (PSAB) principles), policies and processes as well as financial reporting processes and agency accountability. Knowledge of investment funds and reporting requirements. Knowledge of finance systems such as QuickBooks or other enterprise resource planning (ERP) systems preferred, but not required. Sound analytical skills to synthesize complex financial models and formulas into understandable reports and summaries. Sound interpersonal skills with the ability to collaborate effectively. Strong verbal and written communication skills to document research and policy papers, liaise with all levels of staff; prepare reports and presentations. Ability to exercise strong attention to detail, as well as strong analytical, problem-solving, and organizational skills.
