POSITION SUMMARY Scw’exmx Child and Family Services Society (SCFSS) is seeking a culturally grounded and strategic leader to serve as the Director of Delegated Services. Reporting to the Executive Director, this role provides oversight and leadership to SCFSS’s culturally reflective services and programs. The Director of Delegated Services is responsible for developing and implementing an annual work plan aligned with the SCFSS Strategic Plan, ensuring the preservation, restoration, and reunification of children and families through nłeʔkepmx and syilx practice frameworks. OVERVIEW OF DUTIES & RESPONSIBILITIES Uphold cultural safety and integrate nłeʔkepmx and syilx traditional knowledge into all programs and services. Ensure the nłeʔkepmx Framework of Practice and captikʷł Ethic Agreement are embedded in service delivery. Develop and manage restorative policies and practices grounded in traditional healing. Facilitate the involvement of Elders in program development, policy consultation, and language integration. Promote language, identity, and land-based teachings in team workplans, documentation, and processes. Develop and implement annual work plans aligned with the SCFSS Strategic Plan. Lead strategic transformation initiatives in response to community needs and jurisdictional goals. Engage families and communities early to identify culturally grounded prevention solutions. Strengthen traditional family skills and support family preservation and reunification. Build and maintain strategic partnerships with community organizations and service providers. Implement feedback mechanisms to ensure community voices shape service design and delivery. Represent SCFSS in steering committees, working groups, and pilot projects. Oversee delegated services and ensure compliance with service agreements and provincial standards. Ensure effective delivery of programs and services in compliance with legislation and cultural values. Monitor and evaluate wellness goals, family plans, and case management outcomes. Maintain accurate records and reporting systems for internal and community use. Maintain secure and confidential data systems in accordance with FOIPPA and SCFSS policies. Actively participate in the Emergency Operations Centre (EOC) as required, ensuring coordinated response efforts and continuity of culturally grounded services during emergencies and critical incidents. Lead recruitment, onboarding, mentorship, and professional development of staff. Support Team Leaders in managing employee performance and addressing concerns. Promote a culturally safe, healthy, and positive work environment. Oversee staff training in cultural safety, Indigenous knowledge, and trauma-informed practices. Prepare and manage annual budgets in collaboration with leadership and community input. Ensure financial transparency, accountability, and alignment with sector standards. Support fund development through proposal writing and reporting to funders and stakeholders. JOB REQUIREMENTS Deep understanding of syilx and nłeʔkepmx traditional practices, teachings, and cultural protocols. Sensitivity to the historical and systemic impacts of colonialism, including intergenerational trauma, residential schools, and the Sixties Scoop. Strong analytical and critical thinking skills, with experience in designing, managing, and evaluating programs using both qualitative and quantitative data. Advanced proficiency in Microsoft Office and other IT platforms for documentation, reporting, and communication. Excellent organizational, time management, communication, and facilitation skills. Demonstrated ability to lead, mentor, and support staff in a culturally safe, trauma-informed, and professional environment. Collaborative, culturally grounded, and strategic leadership style with strong conflict resolution abilities. Self-motivated with the ability to inspire and maintain high productivity in others. Business and strategic acumen, particularly in Indigenous governance and service transformation. Must be able to obtain and maintain a clear Criminal Record Check and MCFD Prior Contact Check. Must possess and maintain a valid Class 5 BC Driver’s License and provide a current driver’s abstract. Willingness to travel to Member Communities and attend meetings or events as required. Flexibility to work non-standard hours, including evenings and weekends, based on organizational and community needs. EDUCATION & EXPERIENCE Master’s degree in Social Work, Community Development, Indigenous Governance, Business Administration, Communications, or a related field. Minimum of five (5) years of experience in a community services setting. Minimum of three (3) years of multi-level leadership experience in a community services environment. Minimum of three (3) years of practice & or clinical experience. Must hold or be eligible for C6 Delegation under the Children, Family and Community Service Act. Equivalent combinations of education and experience will be considered. MINIMUM REQUIRED COMPETENCIES Indigenous Knowledge: applied knowledge nłeʔkepmx and syilx culture and language; sensitivity to the historical and systemic impacts on Indigenous families and communities from intergenerational trauma. Critical Thinking: analytical, methodical, fact-based decision-making, with a capacity for creative problem solving, and considering diverse perspectives. Business and Strategic Acumen: proficient in business and strategic concepts in application to SCFSS. Communication: facilitation and presentation skills, professional business writing, and ability to communicate clearly and confidently with diverse audiences. Motivation: self-motivated, capable of effectively motivating others and, high productivity Time Management: highly organized, ability to prioritize tasks, manage deadlines, delegate responsibilities and coordinate multiple tasks to achieve goals.
