We are looking for a Director, Outside Plant Engineering to join our growing team. Reporting to the Vice President, Network Design - Wireline, this position will oversee the planning and design of Xplore's fibre-optic networks, including distribution and inter-exchange networks. In this role you will be accountable to lead a team of network engineers and specialists to develop, define and implement scalable and efficient network architectures, standards, and processes. In addition, you will be responsible to manage capital and operating budgets, oversee vendor relationships, and collaborate seamlessly with both internal and external stakeholders.

The successful candidate will be a strategic thinker with extensive technical expertise in fibre-optic engineering, strong leadership skills, and a track record of successful project management.

Key responsibilities include:

  • Develop and implement strategic plans for Xplore's wireline/fibre network infrastructure. Stay abreast of industry trends and technologies to inform strategic decisions.
  • Recruit, mentor, and manage a team of networking professionals.
  • Oversee the planning and design of efficient, scalable, and reliable fibre-optic networks.
  • Provide expert guidance and support for complex design issues.
  • Collaborate with vendors (both services contractors and OEMs), negotiate contracts, and manage vendor relationships.
  • Manage the budget for the annual fibre build program, allocate resources effectively, and optimize costs.
  • Ensure compliance with industry regulations and best practices.
The ideal candidate will possess:
  • Extensive industry experience (10+ years) in the planning, design, and implementation of telecommunications networks.
  • Proven experience (5+ years) in a senior leadership role managing the planning and design fibre-optic network infrastructure in a large-scale carrier environment.
  • Over 5 years of experience overseeing multiple large, complex fibre-optic network projects.
  • Experience in managing multi-million-dollar capital and operating budgets.
  • In-depth knowledge of fibre-optic and outside plant (OSP) engineering, and current and emerging technologies, architectures, and products (e.g., FTTP, XGSPON, OSP, etc.).
  • Understanding project management methodologies, budgeting, resource allocation, and overseeing network projects from conception to execution.
  • Knowledge of industry and region-specific outside plant regulations and construction standards.
  • Understanding of fundamental business principles, including budgeting, financial management, revenue generation, and how network initiatives align with broader organizational objectives.
  • Knowledge of negotiation strategies, vendor evaluation, contract management, and service level agreements to optimize vendor relationships and service delivery.
