Shift Information: Monday to Friday, 35 hours per week Affiliation: Non-Union Number of Positions Open: 3 Posting Period: 09-DEC-2025 to 06-JAN-2026 Transportation Services Division's Planning Design and Management section is seeking Transportation Engineers for the analysis, design, implementation and management of complex multi-modal quick build and civil reconstruction capital projects across Toronto. In these positions, you will help to shape the future of Toronto's streets with a focus on active transportation, safety and comfort to create a more livable, equitable and resilient city and keep Torontonians moving safely. Cycling and Pedestrian Projects Unit Accountable for the integrated design and delivery of cycling and pedestrian infrastructure including new sidewalks, and on and off-street bikeways. Supporting a Senior Engineer, your primary responsibilities will be the design and implementation of the Cycling Network Plan including quick build and civil reconstruction bikeway projects across Toronto. Additional responsibilities includes estimating and preparing tenders, contracts and roster assignments, overseeing delivery and inspection of delivery projects, supporting in the project management of projects and supporting the supervision of drafting and design staff. You will plan, analyze, design and review bikeway projects, guide and support the delivery, develop/review technical policies and standards, coordinate with other municipal infrastructure and delivery agents and communicate with internal and external stakeholders and the public. Major Responsibilities: Develops preliminary and functional engineering design, oversees stakeholder coordination, construction quality control and assurance, tenders and contract management and delivery of capital projects that implement cycling infrastructure, road safety improvements and Complete Streets features. Prepares Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders. Evaluates tendered bids, makes recommendations for award of contracts, and prepare change directives and payment certificates. Provides technical advice and expertise and utilizes standard engineering principles and practices to assist in the operation and maintenance of the division's programs, facilities and equipment. Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies. Prepares engineering analysis and evaluates and recommends new systems and technologies with the potential to improve performance of the division. Plans, investigates and prepares reports and recommendations concerning engineering problems of moderate complexity and/or assists senior engineers to resolve more complex problems. Ensures problem solving by use of combination of standard procedures, modification of standard procedures or methods developed in previous assignments. Responsible for carrying out varied engineering assignments within the field of civil engineering. Undertakes the testing and implementation of design concepts to meet functional requirements. Conducts studies, surveys, research and development for the effective solution of engineering issues. Initiates and leads technical studies and projects. Directs project team and drafting staff to ensure timelines are met and prepares and inspects drawings, specifications, plans and cost estimates as they pertain to the construction or modification of the division's facilities. Formulates design concepts for engineering problems and sets the scope and parameters for design projects. Directs assigned multidisciplinary projects, coordinates input from a variety of City staff, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning. Assists in preparation of the Division's capital budget. Co-ordinates task forces and technical committees in the preparation of standards, guidelines and policies. Secures all engineering permits and approvals as may be required from external agencies. Directs multidisciplinary teams of consultants in preparation of transportation studies for the Division, responsible for technical content, budget and schedule. Ensures that project expenditures are controlled and maintained within approved budget limitations. Conducts research into assigned area ensuring that such research/analysis takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government Maintains an up-to-date knowledge of technological developments in the field of engineering and associated/related fields (e.g. transportation economics, environment, management, etc.) Represents the Division on internal and external Committees, attends meetings and provides input. Communicates with the media, public, stakeholders and councillors about projects, programs and developments. Responds to public letters of complaint and inquiry on behalf of senior management. Prepares and delivers papers, reports, manuals, presentations, speeches, and training materials as required Key Qualifications: Your application must describe your qualifications as they relate to: Must be registered as a Professional Engineer (P. Eng) in good standing with Professional Engineers Ontario (PEO). University degree in Civil Engineering, Transportation Engineering or equivalent combination of education and experience. Education and experience in multiple disciplines is an asset. Extensive experience in any of the following fields: drafting, design and construction of road/pavement, pedestrian and cycling facilities, traffic engineering, road safety, and/or municipal construction projects. Considerable experience in delivering complex transportation engineering projects with minimal direction while balancing stakeholder interests. Knowledge of traffic modelling software such as SYNCHRO or Vissim is an asset. Proficiency in using one or more of AutoCAD, Civil 3D, Bentley Microstation or InRoads and the application of AutoTURN in developing functional and detailed geometric designs would be an asset. Proficiency using ArcGIS to analyse data to inform strategic project planning and capital coordination decisions would be an asset. Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, the Occupational Health and Safety Act, Accessibility for the Ontarians with Disabilities Act and any other legislation related to the job summary. Highly developed personal, interpersonal and team skills with the ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers, the public and other internal and external clients and stakeholders.
