The Associate Director, Workforce Strategies and Economic Inclusion is a strategic leadership role responsible for driving measurable airport employee, organizational, and regional economic impact for Toronto Pearson. Reporting to the Director, Community Engagement and Impact, this position advances the airport’s strategic plan by engaging a complex system of internal and external stakeholders. This role provides strategic oversight for developing, designing, and delivering initiatives centered on workforce strategy, collaborative labour relations, and social procurement for the airport’s ecosystem. You will lead efforts to build robust talent pipelines, foster inclusive employment opportunities, and strengthen long-term collaborative strategies with airport employers, labour unions, and post-secondary institutions. You will independently develop and manage strategic programs that engage local businesses in the Pearson Economic Zone to ensure the airport\'s growth translates into broad community and economic benefits, reinforcing Toronto Pearson’s organizational growth and supporting a thriving regional economy. Responsibilities Lead the development, oversight, and execution of airport-wide workforce, labour relations, and economic inclusion strategies. Drive measurable employee, organizational, and economic impact, ensuring alignment with the airport’s long-term growth and competitiveness. Provide strategic advice to senior leadership by anticipating trends and proactively flagging reputational and operational risks related to labour and workforce. Oversee the design and delivery of workforce development initiatives that attract, retain, and upskill diverse and equity-deserving talent. Build and promote talent pipelines in partnership with labour unions, post-secondary institutions, and community organizations. Champion the development and implementation of the social procurement and economic inclusion framework across all business units. Collaborate with Procurement and Legal teams to embed social procurement and fair labour practices into sourcing processes and contracts. Cultivate strong relationships with airport employers, labour unions (including the Pearson Collective), and local businesses to foster collaborative strategies. Represent Toronto Pearson externally with government, industry associations, and academic partners as a visible leader on workforce strategies and inclusive economic growth. Manage the growth and success of the I Am Toronto Pearson program, fostering a culture of pride and shared identity across the airport ecosystem. Track, measure, and report on the economic and social impact of all initiatives, using results to inform continuous improvement and secure external funding. Participate in internal committees and cross-functional working groups to embed workforce considerations into enterprise-wide planning and policy. Qualifications Minimum 8 years of senior-level experience in workforce development, labour relations, economic inclusion, social procurement, or a related field, ideally within a complex multi-stakeholder or unionized environment. Minimum 8 years of people management experience, including leading teams in a unionized or multi-employer environment, with demonstrated success building high-performing and motivated teams. Experience developing, implementing, and evaluating workforce programs, talent pipelines, or inclusive employment initiatives. Experience advising on labour relations, contract clauses, or workforce-related compliance matters. Proven ability to work with internal and external stakeholders, including unions, employers, training providers, government agencies, and community partners, to deliver strategic workforce and economic inclusion outcomes. Demonstrated success managing programs or initiatives that have delivered measurable economic, workforce, or reputational impact. Ability to leverage knowledge of labour relations frameworks, collective bargaining environments, and workforce development systems to design and implement strategies that foster collaboration, build talent pipelines, and integrate equity, diversity, and inclusion (EDI) principles. Ability to apply understanding of social procurement frameworks, supplier diversity, and inclusive economic development practices, with awareness of labour market trends and the future of work, to strengthen economic inclusion and engage local business organizations. Bachelor’s degree in Human Resources, Labour Relations, Business Administration, Public Policy, Economics, or a related field. Valid G Driver’s License, or equivalent. Ability to obtain and retain Transportation Security Clearance at the designated level for the position.
