The Planning, Budget & Finance Office provides strategic and operational advice on the financial and budget management of the Faculty, as well as internal institutional and Faculty research data and business support services to all of the Faculty’s units. The Office models, plans, and implements the Faculty’s operating budget and provides Faculty-wide support and advice on the management of research, restricted and trust funds; financial analyses and forecasting; strategic planning and budget analysis; policy compliance and develops and delivers finance and business training seminars for A&S academic administrators and administrative staff. Your opportunity: Under the general direction of the Supervisor, Payroll & Accounting Services, the Procurement and Finance Officer is responsible for providing the Faculty of Arts and Science community with assistance and information on all Procurement. You will bring a strong understanding of public procurement principles and be able to apply them to various procurement projects. You will also possess superior verbal and written communication skills and a high level of professionalism. The Faculty of Arts and Science community will rely on your guidance in all things Procurement. You will have close interaction with senior leaders across the Faculty of Arts and Science, to coordinate requirements for additional information or supporting documentation needed to expedite the processing of financial and procurement transactions. Your responsibilities will include: Interpreting and applying procurement and e-commerce rules and related guidelines Obtaining quotations and issuing purchase orders within established limits Ensuring contracts and agreements are consistent with University standards and guidelines Serving as a resource on strategies for issues surrounding procurement, PCI compliance and e-commerce solution processes Training staff on procurement, PCI compliance, e-procurement solutions and e-commerce systems, and templates and methods Implementing plans and process improvements for financial administration activities Identifying and analyzing data discrepancies and taking necessary actions to correct errors Fostering cooperative working relationships with a wide variety of internal and external contacts Essential Qualifications: Bachelor's Degree in Finance, Accounting or Business Administration plus related procurement certification; or acceptable combination of equivalent experience. Minimum four (4) years direct procurement experience with responsibility for supplier sourcing, competitive procurement, contract review, and relationship management. Progressive procurement experience with the demonstrated ability to assess and determine appropriate procurement processes and effectively conduct bid/proposal analysis/evaluation. Data analytics experience including interpreting data and making recommendations, collaborating with cross functional teams. Experience working in a fast paced and high volume finance department including issuing a high volume of purchase orders within a Financial Information System. Experience working in a purchasing environment with diverse spend categories. Must have current knowledge in the field of procurement and industry best practices, including public procurement. Experience producing complex statistical and financial reports.Experience tracking, processing and analyzing information. Experience analyzing financial data, preparing reports, and presenting financial information. Experience with performing financial reconciliations. Experience advising on processes and requirements for making major purchases and lease agreements. Experience with computerized purchasing, eProcurement, and financial systems (SAP R/3 preferred). Demonstrated experience with U of T's Administrative Management System (e.g. FIS and HRIS), or equivalent systems. Demonstrated advanced skills with Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook). Good communication skills, both orally and written with both internal and external contacts and the ability to work with all levels of the organization. Ability to interpret complex concepts, legislation and communicate these to a variety of stakeholders. Strong ability to identify critical issues and problem solve independently. Proven ability to organize, prioritize, and problem solve own work to meet multiple deadlines. Excellent attention to detail. Proven ability to handle confidential information.
