Senior Director, Planning and Projects – Vancouver Coastal Health Salary range: CAD $72.13/Hr. - CAD $103.69/Hr. About the Position Reporting to the Chief Project Officer/Executive Director, Capital Planning and Projects, the Senior Director is accountable for providing leadership and strategic direction across Vancouver Coastal Health (VCH) for site planning, business case and feasibility study development, implementation of approved capital projects, and standards and principles development. The role includes project management, budget control, procurement strategies, contract negotiation, dispute resolution, and oversight of projects from planning and design through to construction and commissioning. The Senior Director liaises internally with senior leaders in the organization and externally with governments, agencies, foundations, private sector partners and community groups, representing VCH’s interests as appropriate. This work is framed within VCH’s commitments to Indigenous Cultural Safety, Anti‑Racism, Equity, Diversity and Inclusion, and Planetary Health. Responsibilities Responsible for the direction and operations of Facilities Planning and Projects across the health authority, consistent with the organization’s long‑range and strategic plans. Act as a member of the Facilities Planning senior leadership team and contribute to effective direction of the department. Provide leadership and oversight in the planning and day‑to‑day delivery of services to drive operational excellence; establish policies, procedures and budgets; assist in formulating annual goals and objectives; ensure consistency with industry standards and accreditation bodies; create financial and workforce plans for the portfolio; lead, direct and supervise assigned staff. Develop, plan and implement capital and operating budgets, including budget preparation, authorization control and reporting of expenditures; recommend strategies to optimize current and potential funding for capital projects. Provide project leadership within a dynamic healthcare environment on all facility planning, design, development and construction issues for a multi‑site organization, responding to client requests and requirements to meet individual needs and priorities. Negotiate and facilitate consensus with external parties such as the Ministry of Health, regional hospital districts, academic institutions and private developers on issues related to facility planning, capital project design, construction and project delivery within limits as established by the Senior Executive Team. All other duties as required. Education & Experience Master’s Degree in Architecture, Engineering, or a related professional designation (e.g., Architecture, Engineering), supplemented by ten (10) years of recent, related experience in progressively more complex and senior management, leadership roles in a large multi‑site organization with responsibilities for managing the planning, design and construction of facilities, Capital Projects or an equivalent combination of projects, or an equivalent combination of education, training and experience. Professional designation and/or equivalent combination, training, and experience in project management. Knowledge & Abilities Proven experience leading and delivering major capital buildings and infrastructure projects, in an environment of ambiguity, complexity and risk, establishing and maintaining collaborative relations with diverse stakeholder partners. Demonstrated knowledge of facilities development including planning, design, construction, contract management and procurement within current municipal, provincial and national standards, codes, bylaws and regulations applicable to health care. Demonstrated ability to effectively oversee the management of multiple facilities projects from concept to completion within large, complex, multi‑site organizations. Demonstrated initiative, judgment and decision‑making capabilities. Demonstrated ability to lead, plan, manage, implement, organize and problem‑solve at a senior level. Demonstrated ability to define/amalgamate diverse organizational requirements, develop financial parameters, resolve issues, identify and mitigate operational project risks, and develop long‑range plans. Demonstrated ability to negotiate and facilitate consensus with various levels of government and community groups, and to develop and maintain mutually beneficial relationships with business partners as well as other external partners. Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens. Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity‑deserving groups. Demonstrated ability to utilize creativity and innovation in problem‑solving and strategic planning. Demonstrated ability to direct large groups of staff, external consultants, architects and contractors. Demonstrated ability to develop and conduct presentations to individuals and/or groups. Ability to work under pressure with deadlines and changing priorities in dynamic, political environment. Demonstrated ability to write comprehensive reports and develop graphical supporting documents. Ability to operate related equipment including related software applications.
