Base pay range CA$91,000.00/yr - CA$119,000.00/yr Job Summary Reporting to the Director, Project Management, and working with the Executive Director, Design and Construction, Director, Operations and Engineering, and the Director, Finance (Facilities), the Senior Project Manager is accountable for all aspects of renovation and new construction projects which range in scope, complexity and value. The Senior Project Manager is a skilled project manager who is seasoned by experience to ensure that all projects are completed on time, within budget and to established scope and standards. Functioning with a high degree of autonomy in a demanding, deadline‑driven environment, the Senior Project Manager is the primary lead on projects, collaborating and building strong partnerships with stakeholders, both internal and external to the university through timely communication and accountability, as well as ensuring the efficient and effective management of projects from start to finish. With an open, consultative, and client‑centric mindset, the Senior Project Manager will contribute to broader departmental initiatives by providing strategic advice and assisting with the drafting and updating of the university’s Design and Construction Standards which include safety and sustainability. The Senior Project Manager is responsible for ensuring that all Design and Construction Standards are in compliance with all legislative requirements and Queen’s University standards. In addition, the Senior Project Manager is responsible for contributing to procurement strategies for consultants and contractors, and for the development of business cases for major capital projects. Responsibilities Routine Responsibilities Acts as the primary contact for projects for both internal and external stakeholders, creating and executing work plans, identifying required resources and assigning duties / tasks to team members. Prioritizes potentially conflicting project activities and secures resources as required to minimize impacts to project budgets and timelines. Provides monthly updates to the Project Steering Committee and quarterly updates to Senior Executives for major capital projects over $5 million. Consolidates, communicates and manages all issues and risks affecting the project, ensuring the timely communication of project status through detailed reports, dashboards and updates, and attends meetings to present reports as required to key stakeholders. Ensures appropriate regulatory compliance for all projects, including Ontario Building Code, Accessibility for Ontarians with Disabilities Act, The Construction Act, Ontario Health and Safety Act and applicable local by‑laws. Assists with the development of processes and standards for the Project Management group. Leads regular project meetings with clients and/or project teams. Develops project schedules, monitors progress, and provides direction on mitigations when timelines are not maintained, adjusting and updating project plans as needed. Monitors and manages project costs, reporting on budget compliance and recommending adjustments as required. Ensures timely payment of consultants and contractors in compliance with the Construction Act of Ontario. Project Initiation Stage Prepares project communication plan, scope, charter, schedule, risk log and budget for approval, providing support for the development of a project business case for major capital projects. Establishes and maintains project team roles, responsibilities, and communication protocols throughout the duration of the project. Obtains necessary internal and external approvals, assesses risks and identifies mitigations, and coordinates peer review of tender documents. Leads the procurement process for all projects in partnership with Strategic Procurement Services, complying with university policies and applicable legislation. Design Stage Ensures required consulting disciplines are engaged and that necessary contracts are in place. Guides the design team to ensure compliance with defined scope, schedule and budget. Manages peer review of design packages to ensure completeness, accuracy and compliance with regulatory and permit requirements, as well as the university’s Design Standards. Engages with Queen’s Engineering and Operations teams to incorporate operational requirements and long‑term performance considerations. Facilitates collaboration between design consultants and internal stakeholders to align technical decisions with campus standards and operational needs. Coordinates preparation of construction cost estimate updates and leads value‑engineering processes to maintain alignment between design and budget. Leads construction bid negotiations and manages consultant and contractor relationships. Construction Stage Ensures proper oversight of trades and contractors on site, providing direction to ensure projects are delivered within the required framework. Ensures project work is completed in compliance with university standards and policies. Acts as point of contact for regulatory and external interest groups, coordinating communication and information exchange and obtaining necessary approvals. Maintains strict adherence to budgetary guidelines, quality and safety standards, attending regular site meetings and preparing progress reports. Coordinates and supports commissioning activities. Ensures all project documentation is current, accurate and complete. Ensures timely processing of construction‑related change orders, responses to contractor requests for information and clarification. Leads negotiation for resolution of claims related to schedule or costs, ensuring necessary supporting documentation is available. Provides work direction and technical guidance to the Design and Construction team. Participates in screening and interviewing job candidates and provides input into staff selection. Provides feedback on work performed by the Assistant Project Managers and student interns. Provides orientation and on‑the‑job training to the Assistant Project Managers and student interns, delivering coaching and feedback on work quality. Close‑out Ensures all required project close‑out activities have been completed. Ensures timely financial reconciliation of all projects. Leads and ensures a smooth hand‑over process to the Operations and Maintenance team. Required Qualifications Post‑secondary degree/diploma in Architecture, Construction or Engineering (Structural/Civil/Mechanical) with a minimum of seven (7) years of progressive project experience managing ground‑up, multi‑phased construction and/or renovation projects. Extensive knowledge and application of project management methodology, construction techniques and materials. Track record of delivering capital projects on time and within budget. Experience with budget management and development of construction project cost estimates. Proficiency in Microsoft Word, Excel, PowerPoint, Autodesk, SharePoint, MS Project or P6 or equivalent project management software. Strong technical knowledge of trade work (mechanical, architectural, building systems, electrical) and the ability to read and understand construction drawings and specifications. Experience with, and strong knowledge of, the processes and laws governing construction contracts and contracting. Demonstrated understanding of applicable codes and government legislation including the Occupational Health & Safety Act, the Construction Act, Ontario Building Code and Accessibility for Ontarians with Disabilities Act. Project Management Professional (PMP) certification highly desirable. Experience in the institutional and educational sector, including ground‑up construction, major interior renovations and heritage properties, considered an asset. Valid Criminal Records Check and Vulnerable Sector Screening required. Valid Province of Ontario Class G driver’s licence required. Fluent written and spoken English required.
