Leader, Contract Services (Head Office) Defence Construction Canada (DCC) invites applications for the Leader, Contract Services (Head Office) role. This position is responsible for the overall quality of contracting services delivery, focusing on technical aspects of contract documents, especially off‑template or complex requests for proposals. The Leader works with a geographically dispersed client base, developing relationships, exercising influence, and resolving conflicts while managing risks within a legal and regulatory framework. Job Details Salary Range: $124,013 - $161,216 Employment Status: Term (12 Months) Security Level: Reliability mandatory Language Requirement: Bilingual Mandatory Closing Date: 23/12/2025 Country: Canada Key Responsibilities Review and approve the initiation and award of contracts within the limits of delegated signing authority. Provide recommendations to senior leaders and oversee all associated contracting activity (e.g., writing solicitation documents). Supervise, coordinate, and monitor the preparation of complex solicitation documents, conduct industry research, and facilitate management of priorities. Manage risks associated with contracting and ensure compliance with Government Contracts Regulations, Directive on the Management of Procurement, trade agreements, competitive bidding law, and Procurement Strategy on Indigenous Business. Manage operational risks such as environmental, safety, bidding, and constructability risks. Coach, train, and influence Contract Services staff to ensure proactive and effective procurement planning. Develop and maintain effective relationships within DCC, industry, Client‑Partners, and stakeholders. Exercise influence and manage conflict with industry. Perform human resources functions, including coaching, supervising, mentoring, planning and allocating resources, and managing performance. Ensure quality standards are met in line with corporate expectations. Other Responsibilities Oversee and ensure timely and efficient delivery of services, meeting key performance indicators. Conduct market research to support the development of regional and national procurement strategies. Perform other duties as assigned. Required Knowledge, Skills, and Experience Best practices, methods, trends, and legislation in procurement. Best practices and trends in strategic planning, risk management, financial management, and human resources management. Understanding of DCC and Client‑Partner procurement processes and procedures. Knowledge of Government policies and trade agreements. Knowledge of project and risk management principles. Formal Education and Certifications Minimum: Undergraduate degree in engineering, architecture, or a related field with eight years’ relevant experience, or equivalent. Preferred: University degree in one of the above fields or a certification related to procurement (e.g., Treasury Board of Canada Secretariat Certified Federal Procurement Specialist, Level II, or Certified Public Procurement Officer from the Universal Public Procurement Certification Council). Abilities Use applicable computer software and operating systems. Write proposals, technical texts, and reports. Resolve complex problems with multiple stakeholders. Apply project and risk management techniques. Demonstrate business acumen, leadership and human resources management skills. Development and Leadership Lead and manage direct reports. Provide functional direction and advice to the Contract Services team and to Client‑Partners and stakeholders. Working Conditions Typical office environment with occasional travel.
