Job Description Job Description Salary : Senior Financial Analyst About OSCIA The Ontario Soil and Crop Improvement Association (OSCIA) is a unique not-for-profit farm organization whose diverse membership has a significant presence in all agricultural areas of the province and across all major sectors. The mission of OSCIA is to facilitate responsible economic management of soil, water, air and crops through development and communication of innovative farming practices. OSCIA is a leader in agricultural program delivery, including cost-share funding distribution, educational workshop offerings for farmers, and administration of on-farm applied research and knowledge transfer opportunities. Job Summary The Senior Financial Analyst supports the effective financial management and operational accountability of the organization. Reporting to the Senior Manager of Finance, this position is primarily responsible for preparing, maintaining, and analyzing program and administrative budgets, ensuring accuracy in financial reporting, and providing data-driven insights that inform program and funding decisions. This role focuses on hands-on financial operations including budget tracking, variance analysis, funding compliance, and reporting to ensure that programs and organizational activities remain fiscally sound and aligned with funding agreements and internal controls. Key Responsibilities & Duties Budgeting and Financial Tracking Develop, monitor, and maintain detailed budgets for programs and administrative operations. Track and reconcile program expenditures to ensure accuracy and alignment with approved funding allocations. Support Program Managers by providing up-to-date financial summaries, forecasts, and expenditure reports. Prepare and update internal budget monitoring tools and spreadsheets to ensure timely reporting and oversight. Support the Senior Manager of Finance preparing consolidated financial summaries and projections for senior leadership and funding partners. Assist with developing financial templates, reporting tools, and cost allocation models to improve consistency across programs. Financial Reporting and Analysis Prepare and deliver accurate, timely financial reports for internal and external audiences. Compile and interpret financial data to support decision-making and funding discussions. Maintain a reporting schedule that ensures compliance with all funding and audit requirements. Assist in preparing Board and funder reports, ensuring financial accuracy and completeness. Operational Finance and Compliance Verify financial coding for Accounts Payable and Payroll transactions to ensure accuracy and consistency. Maintain organized electronic and paper files of funding agreements, invoices, and related financial documentation. Support the preparation and submission of required forms (e.g., GST523 for NPO verification). Prepare and file HST reports; ensure timely annual filing of T4s, Employer Health Tax (EHT), Workplace Safety and Insurance Board (WSIB), and Health Spending Account (HSA) / Tax-Free Savings Account (TFSA) documents. Review Records of Employment (ROEs) prior to submission to ensure accuracy and compliance with CRA and internal standards. Ensure financial documentation meets audit readiness standards and complies with internal control procedures. Collaborate with the Senior Manager of Finance and auditors during internal and external reviews, supplying requested information and reconciliations. Assist with other core finance functions as required, including Bank reconciliations and general ledger maintenance. Journal entry preparation and review. Month-end and year-end closing activities. Payroll support and benefits reconciliations. Cash flow tracking and reporting. Cost-Share Processing. IT Surcharge and communication allowance reports. Supporting implementation or upgrades of financial activities in software systems. Program and Funding Support Provide financial support to program delivery teams to ensure funding is utilized according to program guidelines. Monitor financial compliance for cost-share, and funding assistance programs. Assist in developing financial reports, data summaries, and funding analyses for submission to funding partners. Participate in reviewing contribution agreements and identify financial implications or compliance considerations. Coordinate with program staff to ensure the financial aspects of reporting are completed accurately and on schedule. Continuous Improvement and System Support Contribute to the development and enhancement of financial systems, databases, and reporting tools. Identify opportunities to streamline financial processes and improve data accuracy. Support the adoption of new technologies or workflows that enhance operational efficiency. Participate in cross-departmental initiatives related to financial reporting, program evaluation, or data integration. Qualifications & Skills Education: Bachelors degree in Accounting, Finance, or a related field. Years of Experience: Minimum of 5 years of progressive experience in financial analysis, budgeting, and reporting, preferably in a not-for-profit, government, or program-delivery environment. Specific Experience Strong understanding of Canadian GAAP, funding agreement compliance, and budget management. Demonstrated experience preparing financial reports for multi-program environments and diverse funding sources. Proficiency in Sage Accounting and advanced Microsoft Excel skills. Excellent attention to detail, organizational, and time-management skills with the ability to manage competing deadlines. Knowledge, Skills & Abilities (KSAs) Knowledge Accounting principles, financial controls, and fund accounting for non-profits. Funding agreement structures, cost allocation methodologies, and audit requirements. Budget monitoring, reporting frameworks, and financial compliance standards. Skills Advanced proficiency in Excel and accounting systems. Strong analytical and quantitative problem-solving skills. Skilled in preparing clear, concise, and accurate financial documentation. Effective communication and collaboration across multidisciplinary teams. Ability to develop and maintain organized financial tracking tools. Abilities Ability to work independently with minimal supervision. Ability to manage multiple priorities while maintaining accuracy. Ability to interpret and apply funding and reporting requirements. Ability to maintain confidentiality and exercise sound judgment. Ability to adapt to evolving systems, processes, and priorities. Requires regular use of a computer; prolonged sitting, typing, and screen time required. May involve occasional lifting of light materials (e.g., files, laptop up to 10 lbs). Must hold and maintain a valid drivers licence and have access to reliable transportation for occasional travel to meetings, stakeholder events, and organizational sites.
