Human Resource Associate

Job Details The Human Resource Associate will be responsible for the administration and maintenance of employee records in accordance with DDSB policies and procedures, applicable legislation, and up to fifteen (15) collective and employee agreements. The role serves as the initial point of contact for employee and management inquiries and provides guidance related to terms and conditions of employment, pensions, and benefits across a broad range of employee groups. Employee groups supported include elementary, secondary, and occasional teachers; custodial and maintenance staff; Designated Early Childhood Educators; educational assistants; continuing education staff; office, clerical, and technical staff; principals and vice-principals; management staff; and lunchroom supervisors. Key Responsibilities Employee Records Administration Review and evaluate incoming Human Resources data to ensure accuracy, compliance with legislation, Board policies and procedures, and proper authorization for processing. Create and maintain new hire records; ensure FTE and staffing approvals; process employee status changes including salary adjustments, leaves, resignations, retirements, and terminations. Complete required documentation related to pension and benefits administration, including seniority and experience calculations, SEB top‑up calculations, and salary grid placement, ensuring adherence to payroll deadlines for timely and accurate payment of wages. Ensure compliance with legislated and bargained terms and conditions of employment for up to fifteen (15) employee groups and collective agreements. Maintain complete and confidential employee records, including disciplinary documentation, correspondence, and source documents supporting employee record changes. Perform quality control reviews to ensure accuracy and completeness of information prior to payroll submission. New Employee Orientation Collaborate with Recruitment and other departments to support the development of onboarding resources and processes. Facilitate onboarding and orientation for all new DDSB employees. Employee and Management Support Act as the first point of contact for employees and managers, providing information related to terms and conditions of employment for specific employee groups. Provide guidance and support related to pension enrolment, disability waivers, and benefit plan membership changes. Liaise with the Payroll Department to resolve payroll and benefits‑related issues. Prepare and distribute reports and meet with employees and managers, as required, to address issues and resolve concerns. Maintain documentation supporting employee performance appraisal processes, including distribution, tracking, maintenance, and retention. Collective Bargaining and Grievance Support Generate and analyze data to support collective bargaining activities, including sick leave analysis, staffing utilization and cost data, seniority and service information, and external compensation survey data. Provide employee data and documentation required to support Labour Relations activities, including grievance preparation and response. Qualifications and Skills Working knowledge of and demonstrated ability to apply the Employment Standards Act, Ontario Human Rights Code, applicable collective and employee agreements, and DDSB policies and procedures. Strong understanding of the Education Act and its application to teacher employment and disciplinary processes. Knowledge of Human Resources and Payroll processes and the interrelationship between HR and payroll control functions. Working knowledge of the OMERS Pension Plan and the Ontario Teachers' Pension Plan. Experience working with HRIS, Payroll, and related systems; proficiency in Microsoft Office applications. Working knowledge of K212 and Oracle is considered an asset. Strong attention to detail and accuracy. Ability to manage multiple priorities and meet deadlines in a fast‑paced environment. Demonstrated ability to maintain confidentiality and exercise discretion with sensitive employee information. Proficiency in calculations related to data analysis, absence adjustments, and payroll‑related processing. Strong customer service orientation with clear and professional communication skills. Education Undergraduate degree in Human Resources Management, Business, Industrial Relations, or an equivalent combination of education, training, and experience deemed acceptable by the Board. Experience Minimum of three (3) to five (5) years of Human Resources experience. Minimum of two (2) years of pension administration experience. Minimum of three (3) years of experience working in a unionized Human Resources environment. Experience working in Human Resources within the education sector is considered an asset. Additional Requirements Provide a current criminal record and judicial matters check (CRJMC) screening upon hire.
