Position Type: Permanent Full TimeNumber of Positions: One (1)Department: Environmental Services DepartmentFile Number: SV25-120Location: 31 Wallbridge Crescent, Belleville, ONHours: 35 hours per week, Monday to Friday 8:30 AM – 4:30 PMEmployee Group: Non-UnionSalary: Grade 3 ($163,998.85 - $195,236.59)Closing Date: Friday, October 31, 2025 at 4:30 PM Purpose and Scope: Reporting to the Chief Administrative Officer, the Director of Environmental Services provides strategic leadership, operational oversight, and direction for Environmental Services Department. The role ensures effective management and supervision of departmental functions, with accountability for regulatory compliance, asset management, and efficient operations. The Director also fosters innovation, environmental stewardship, and collaboration with community stakeholders and provincial regulators to support sustainable service delivery. Key Duties and Responsibilities: Provide leadership and direction to Department management by fostering a cohesive and effective team, modeling core values, promoting collaboration and professional development, ensuring effective communication and aligning staffing resources with organizational needs, setting and monitoring objectives and overseeing all aspects of talent management including recruitment, training, coaching, motivation, and discipline where required. Provides advice and collaborates positively as a member of the City’s Senior Leadership Team (SLT). Manage the assets and operations of the City’s environmental facilities including water treatment plant and distribution systems, wastewater treatment plant (operated by third-party contractors) and collections systems, stormwater management infrastructure, closed and active landfills, and contaminated sites (soil, groundwater, surface water and air.) ensuring all facilities and networks comply with applicable provincial and federal standards, regulations and requirements. Ensure effective implementation of corporate policies and programs within the Department. Ensure departmental compliance with the Occupational Health and Safety Act, Workplace Safety and Insurance Board Act and other employment and labour legislation, complete Health and Safety incident reports as applicable. Represents and promotes the Department with Council, Senior Administration, staff, community stakeholders, boards, intergovernmental bodies, media, and committees, including through presentations, briefings and speaking engagements. Lead and implement continuous improvement initiatives to optimize service delivery and foster a culture of customer service excellence across the Department and Corporation. Develop, administer and control the Department’s operating and capital budgets, ensuring cost-effective operations and sound financial management. Oversee procurement of supplies, services, materials, and utilities in accordance with the City’s Purchasing By-Law and approved processes. Lead departmental strategic planning processes to define long-term goals, strategies, and priorities aligned with the City’s Strategic Plan, ensuring effective allocation and utilization of resources. Communicate with industry stakeholders regarding water conservation, water meter calibration, wastewater monitoring and sewer use by-law compliance; negotiate compliance programs with the industrial and commercial sectors and recommend them to City Council for approval. Lead the planning, consultation, contract preparation, procurement, tendering, award, and contract administration of engineering and capital projects related to environmental facilities including engagement of consultants where required. Serve as the Department’s representative on the City’s Emergency Management Committee. Perform all tasks and responsibilities through the lens of Equity, Diversity, Inclusion, ensuring commitment to fairness, representation, accessibility and respect for diverse perspectives and cultures in all aspects of work. Perform other duties necessary to ensure the continuity of departmental functions and corporate priorities. Attendance at Council and Committee meetings, and other duties may be required outside of regular work hours. Occasional travel is required. Qualifications: Minimum Education: A Four (4) years University degree in Civil Engineering or Environmental Engineering from a recognized university. Satisfactory Criminal Record Check (“CRC”) prior to commencing work at the City of Belleville. Asset Education: Certification as a Level IV Water Treatment Operator under Ontario Drinking Water Certification Program. Possession of a P.Eng. designation or certification as an Engineering Technologist (C.E.T.) A Master’s degree in Business Administration or Management. Certification in Water and Wastewater Treatment (e.g., Class III or IV Water Treatment Certification under Ontario Drinking Water Certification Program). Certification in Waste Management or Environmental Management. Valid Class “G” Driver’s Licence, satisfactory Driver’s Abstract to be held and maintained. Minimum Experience: A minimum of twelve (12) years of progressive experience in the municipal Environmental Operations organization including at least three (3) years in a senior leadership role. Minimum of ten (10) years of management/supervisory experience in a unionized workplace. Demonstrated knowledge of the Ministry of the Environment and Climate Change Facility/Operator Licensing as well as Compliance requirements for both municipal water and wastewater treatment systems. Demonstrated strong organizational and leadership qualities are required. Demonstrated excellence in decision-making and public relations/ communications skills are required. Demonstrated excellence in presentation skills is required. Asset Experience: Displayed competency within the meaning of the Occupational Health & Safety Act Communicates complex information and directions in a clear, concise, and actionable manner. Thorough working knowledge of Municipal and Employer related legislation/regulations, municipal government organizations and structures, municipal operations, municipal financial and reporting processes, labor relations principles and collective agreement administration and management practices.
