Title: Operations Director, es zúmin’ Primary Care Center Salary: $112,090 - $151,650 per year (pay range explained below) Contract: This position is a term with the FNHA until 06/20/2026 with a possibility of extension. When the term ends, it is intended that this position will be offered as a permanent role with the es zúmin’ Primary Care Clinic. Hours: Standard Hours - 37.5 Hours per Week Location: Mount Currie, BC (Occasional travel to Vancouver and relatively frequent travel to the Southern stl\'atl\'imx communities, up to 3 hours away by road) FNPCI Initiative The First Nations-led Primary Care Initiative (FNPCI) aims to improve access to primary health-care services for First Nations people across BC in a way that is culturally safe and closer to home. The FNPCI is part of the province’s primary care strategy, which is integrating team-based care in communities throughout B.C. and changing the way primary care is delivered with the creation of primary care networks in partnership with the Regional Health Authorities. To meet the health and wellness needs of First Nations people, it is very important that primary care is culturally safe and culturally informed where Indigenous ways of knowing and being are woven into services. One of the main objectives is to develop new First Nations Primary Health Care Centres in rural and urban locations across the province to provide access to culturally safe, quality primary health care services for First Nations people and their families. Clients should feel safe, welcomed, valued, respected and heard when they access care services at these centres. About The Centre The es zúmin’ Primary Care Centre (PCC) provides culturally safe, trauma-informed primary care services to the Líl?wat, N’Quatqua, Samahquam, Skatin and Xa’xtsa First Nations communities. es zúmin’ means “to care for.” The PCC is located in the Líl’wat Health Pqusnalhcw Health Centre and the SSHS main building, with mobile clinics serving N’Quatqua, Samahquam, Skatin, and Xa’xtsa. The centre provides a safe space for First Nations people and families to access high-quality primary care services. Working at the PCC is guided by the FNHA’s Vision and Seven Directives, emphasizing care, respect, and excellence in serving First Nations communities, and supports transformational learning and personal growth with opportunities to collaborate with culturally rich First Nations communities in British Columbia. About The Role The position directs the implementation and operation of the es zúmin’ Primary Care Centre, a BC First Nations Led Primary Care initiative in the FNHA Southern Stl’atl’imx sub-region. The region extends 150 km from N’Quatqua in the north to Tipella (Xa’xtsa/Douglas Nation) in the south and includes five First Nations communities (Líl.wat, N’Quatqua, Samahquam, Skatin, Xa’xtsa). The role champions integration of traditional wellness and culturally embedded health practices within inter-professional practice, develops a team-based primary care model, oversees quality of coordinated care, and provides operational leadership to a team of healthcare professionals. The position reports to the Vancouver Coastal Executive Director and works with the Director, Community Health and Wellness, the Regional Manager, Primary Care, in alignment with the Centre’s Governance model that includes the three local Nations. About You Education Degree in Health Management or a relevant field with a minimum of 10 years of experience, or an equivalent combination of education, training, and experience. Master’s Degree in a relevant field (e.g., Business, Health Administration, Nursing) would be an asset. Minimum 8 years’ experience leading and managing a team in a health care environment, or management level in primary care. Minimum 8 years’ experience in health management, managing budgets, program management, operational and strategic planning. Minimum 3 years’ experience working directly in or with First Nations communities. Experience in mental health and substance use is an asset. Clinical background and experience is an asset. Experience developing and overseeing operational contracts, agreements and MOUs. Experience in risk management and service delivery contingency planning. Experience working with and delivering health services to First Nations clients is an asset, with demonstrated knowledge of First Nations culture and cultural humility. Training in anti-Indigenous racism response and cultural safety and humility is an asset. Experience working with Electronic Medical Records and billing system is an asset. High comfort with using digital technology and online systems. Knowledge Strong knowledge of cultural safety, humility and trauma-informed approaches to care. Knowledge of First Nations cultural principles and protocols in work situations. Competencies Ability to lead and manage teams. Ability to foster a culture of humility to enhance quality and culturally safe work environments, and to identify and address anti-Indigenous racism and cognitive biases proactively. Ability to lead and model cultural safety, humility, relational practice and a trauma-informed approach in all interactions, partnerships and planning initiatives. Ability to oversee and manage operational budgets. Ability to handle sensitive and confidential information responsibly. Ability to develop and maintain administrative systems, processes and procedures. Physical ability to perform the duties of the position. Incumbents are typically hired between the minimum and midpoint of the range based on knowledge, skills, and experience.
