About The Opportunity WSP is seeking a Strategic Pursuits Manager for our Transportation & Infrastructure business line. The role supports implementation of strategic initiatives and manages the win cycle (Capture Management, Expressions of Interest (EOI), Statements of Qualifications (SOQs), Requests for Qualifications (RFQs), Requests for Proposals (RFPs)) of major opportunities. The manager is a client‑facing role operated within the Strategic Pursuits and Alternative Project Delivery (SP+APD) group. Responsibilities include developing major project pursuit programs, interfacing with engineering joint‑venture partners, sub‑consultants and design‑builders, and achieving high‑quality proposals. Responsibilities Coordinate implementation of strategic initiatives with the Strategic Pursuits Director. Manage the win cycle of major projects: develop capture strategy, negotiate schedules, articulate win themes, and coordinate internal and external stakeholders. Ensure compliance with bid guidance documentation and track requirements. Develop and manage content (writing, proofreading, formatting) with technical experts. Plan and lead meetings, workshops, and develop agendas. Maintain SP+APD content libraries for historic project data and lessons learned. Participate in bid management committees and colour reviews (Pink, Red, Gold). Collaborate with senior management, shared services and multidisciplinary technical teams. Research industry intelligence and develop process improvements. Qualifications Five or more years of proposal development experience; preference for experience in Engineering Consulting or Professional Services. Knowledge of Alternative Delivery contract models (Design‑Build, PPP, PDB, IPD). Bachelor’s degree or equivalent work experience in project management, construction management, engineering, finance or a related field. Strong project management, prioritization and scheduling skills. Excellent interpersonal, written and verbal communication skills. Strong analytical, strategic thinking and problem‑solving abilities. Proficient in Microsoft Office, SharePoint and cloud‑based technology; Adobe Suite is an asset. APMP, PMP or similar designation is an asset. SharePoint document management knowledge is an asset.
