This project management position is directly accountable for corporate capital project work. The focus of this position includes assisting the Watershed Protection division with capital projects, with a focus on forest road and bridge engineering, natural resource engineering and infrastructure systems and facilities. In addition, this position also supports water and wastewater capital projects. Key Duties & Responsibilities Provides professional certification of work within field of expertise including creating, signing and sealing related design drawings and record drawings. Provides professional and technical expertise, guidance and direction to technicians and staff including acting as project lead as assigned. Responsible for project implementation from concept to commissioning. Designs, evaluates, and implements a variety of capital projects, including forest road and bridge engineering, natural resource engineering and infrastructure systems and facilities. May be required to approve the design of others, where appropriate. Prepares and reviews contract specifications, detailed cost estimates, staff reports, requests for proposals, and tender documents. Receives, evaluates and recommends acceptance or rejection of tenders. Prepares conceptual design including production of contract documents, tender process, construction and start-up of project through to project completion. Provides clarification and direction of contract intent to internal/external stakeholders. Provides on site contract/project oversight and administration including directing, liaising and negotiating with contractors, consultants and CRD staff. Provides project oversight and project management ensuring projects are completed on time and within budget. Reviews system operations and forecasts potential improvements prior to their need. Prepares written technical submissions for use by internal/external stakeholders. Ensures current standards are adhered to for design, construction and operational matters. Upgrades knowledge and experience to evaluate and/or implement engineering standards and practices in compliance with federal and provincial guidelines and legislation. Provides support to respond to stakeholder and public enquiries. Prepares information for stakeholders, as well as commissions. Follows all policies, procedures and standards of the CRD Performs other related duties as required. Additional Information None Key Skills & Abilities Excellent communication (verbal and written), interpersonal and customer service skills are required. Detailed knowledge of forest engineering as well as basic understanding of electrical and remote technology systems. Demonstrated experience in related engineering and natural resource management. A thorough knowledge of standards, materials, methods of construction and design, and contract administration. Demonstrated experience with project management and project oversight working with unique and diverse initiatives. Demonstrated experience with contract management including providing direction and oversight while ensuring standards and expectations are met. Knowledge of and ability to use various computer word processing, spreadsheet and project scheduling programs and databases. Excellent presentation skills with demonstrated ability to communicate complex, technical information to non-technical and technical audiences. Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders. Knowledge and understanding of WorkSafeBC practices/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statutes. Knowledge of federal/provincial/municipal regulations, legislation, codes, standards and guidelines related to forest engineering, natural resource management, remote electrical/radio systems. Qualifications Degree in a related discipline A minimum of 10 years' directly related experience An equivalent combination of education and experience Certifications Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation.
