Job Description Section: By‑Law and Animal Care and Control Services Division: Corporate Security and By‑Law Services Department: Planning and Growth Initial Reporting Location: Tom Davies Square Job Status: Regular Part Time Position Number of Vacancies: 1 Affiliation: CUPE 4705 Inside Unit Hours of Work: Up to 48 hours bi‑weekly Shift Work Required: Some evening and weekends Range of Pay: Group 14—$39.81 to $48.84 per hour The start date will follow the selection process. Characteristic Duties Administer and enforce provincial statutes and CGS by‑laws (e.g., Planning Act, Ontario Building Code Act, Dog Owner’s Liability Act, Zoning By‑Laws, Licensing By‑Law, Property Standards By‑Law, etc.). Provide information and interpretation of by‑laws to officials, business representatives, and the general public. Perform field investigation of complaints and attempt to obtain compliance, when required lay charges. Collect, compile, and maintain evidence required for court action and the preparation of court documents; liaise with internal and external parties for coordinated response to joint investigations. Attend before a Justice of the Peace to lay information to initiate court proceedings and serve summons on accused persons and subpoenas on witnesses. Inspect structures and assist in resolving safety conditions in conjunction with internal and external parties. Attend at defendant’s first appearance in court, personally testify at trials, as required; follow up on cases after prosecution to prevent recurrence or continuation of infractions. Attend all calls for service under the Animal Control By‑Law and other legislation, including the rescue, trapping, transportation and impound of domestic animals. Pick up and dispose of deceased animals from public property. Arrange for the removal of large animals. Respond to locations to apprehend dogs and cats, who are restricting access for emergency services workers or who are left in a vulnerable state as a result of an event involving emergency services. Perform animal care services such as feeding, cleaning, and minor medical health care treatments, and where necessary, the supply of injections, medicine and creams under the support and direction of a veterinarian or designate. Provide direction to contracted Parking Control Officers in the enforcement of non‑moving traffic violations as directed and issue parking tickets when required. Provide information and respond to general inquiries about by‑laws from officials, business representatives and the general public. Prepare reports and correspondence on appeal with respect to by‑law and zoning matters, for the Committee of the Whole‑Planning and outside agencies when required. Provide written responses to requests with respect to outstanding Notice of Violation or Orders under the Property Standards By‑Law. Prepare reports and correspondence regarding status of investigations or complaints as required and maintain complete and accurate records of complaints in the computer system. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable provincial legislation listed therein. Perform other related duties as required. Qualifications Successful completion of a two (2) year community college diploma program in a directly related discipline (e.g., Law and Security, Building Inspections, O.A.P.S.O. Diploma, Public Administration). Experience Over two and one‑half (2½) years up to and including five (5) years of related Municipal Law Enforcement, Police Enforcement, and/or Property Standards experience. Demonstrate understanding of Municipal By‑Law Enforcement procedures and methods. Demonstrate interpersonal skills in dealing with the public in a courteous and effective manner. Demonstrate organizational, analytical, and administrative skills and ability to exercise judgement in procedures and methods used. Demonstrate ability to work with computer software and administrative systems in a Windows environment, (e.g., file maintenance, word processing, spreadsheet applications, information input and retrieval, etc.). Satisfactory health, attendance, and former employment history. Excellent use of English; verbally and in writing. French verbal skills highly desirable; written skills an asset. Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.
