Job Description Reporting to the Senior Director, Health & Safety, the Senior Manager, Safety Victoria Shipyards is responsible for the management of the staff Safety Coordinators and Unionized Safety Advisors as well as the implementation and ongoing maintenance of the safety management systems for Seaspan’s Victoria Shipyard. The position will initiate and monitor health & safety management systems, processes and regulatory compliance, including but not limited to process, procedures, training, work instruction development and oversight with participation in internal and external audits (LRQA, COR, etc.). What You'll Do Acts as an internal resource for divisional/operational Managers regarding the company’s health and safety programs and procedures, monitoring and reporting compliance levels to the Senior Director. Leverages and implements standard industry processes while working with other business units, health & safety managers, and department personnel to continuously improve key performance indicators. Implements the safety management system, coaching Managers and Supervisors on their obligations and integrating duties into daily activities. Updates and maintains the safety management system to ensure it remains current and relevant. Works in partnership with VSL management to promote a positive health and safety culture. Develops and recommends strategies on the implementation of safety management systems, education and training programs, accident prevention initiatives, industrial hygiene, engineering controls, first aid provisions, emergency response, fire safety, accident investigations and injury reporting protocols. Assists in the development, implementation, management and support of safety training program(s) for operational safety. Coaches, mentors, develops and manages Safety Coordinators and Advisors. Manages the safety team’s performance, expectations, goals, motivation, and team building. Establishes action plans with the Safety Coordinators and conducts quarterly reviews on progress and completion of action items. Assists the Senior Director on regulatory appeals (WCB Orders, Administrative Penalties, Prosecutions, WCB Assessments) and handles critical incident investigations with significant risk. Communicates with Union leaders on safety policy development and implementation. Develops procedures that ensure consistency during work activities. Leads risk management, hazard assessment, task analysis training, risk control, corrective actions, and supervises effectiveness of new and existing control measures. Cooperates with the Abilities Management Coordinator to build effective injury management and return-to-work programs. Inspects the worksite, conducts vessel visits, and engages employees to assess initiative effectiveness. Maintains third-party safety certifications and ensures continuous improvement of a safe workplace. Networks with external bodies (local emergency response, fire departments, council, WorkSafeBC) to maintain professional relationships. Partners with Operations Managers, coaching them on influencing change and keeping them apprised of legislative changes. Oversees incident investigations, root cause analysis, data collection, trend analysis, and reporting to the Senior Director. Oversees the Intelex program, ensuring corrective actions from inspections and incidents are raised, assigned, and closed. Maintains statistical data analysis, tracking, and reporting for all VSL HSE data. Develops innovative methods to transfer and communicate information to supervisors and employees. Researches and implements projects requested by the Director, Safety & Environment. Performs additional duties as assigned. What You'll Bring Preferred completion of a diploma or degree in Occupational Health and Safety. Minimum of 10 years’ experience with safety management systems and process safety implementation, preferably in shipbuilding, ship repair, heavy industrial construction, marine transportation or manufacturing. Preferred professional designation (CRSP, CSP, CHSC, ROH, CIH, etc.). Strong skills in Microsoft Office. Trades background in industrial construction and/or heavy industry preferred. Equivalent combination of education and experience considered. Solid understanding of BC and Canadian Health & Safety Regulations, including WorkSafeBC and the Workers Compensation Act. Ability to implement safety programs in a multi-union environment. Solid understanding of accident causation and prevention. Proficient at internal and external audits. Knowledge of safety management system development and audit execution (OHSAS 45001:2018, ISO 14001:2015). Demonstrates ability to work effectively at all levels and collaborate with line managers. Strong analytical and problem‑solving skills. Strong leadership and judgment skills. Ability to develop innovative solutions that impact behavior and prioritize personal safety.
