Job Summary The Senior Recruiter is responsible for delivering full‑cycle recruitment services across TPL, supporting both unionized and non‑unionized staffing needs. This role plays a key part in developing and executing recruitment strategies, workforce planning, and talent acquisition initiatives aligned with organizational priorities. Reporting to the Manager, Talent Acquisition, the Senior Recruiter partners closely with hiring managers and HR colleagues to provide strategic recruitment guidance and ensure a positive candidate and hiring manager experience. Duties Lead full‑cycle recruitment for a broad range of positions, including posting, screening, interviewing, reference checking, and selection. Collaborate with hiring managers to assess staffing needs, develop recruitment plans, and create job postings. Support compliance with all relevant policies, collective agreements, employment legislation, and organizational hiring protocols. Develop and implement sourcing strategies to attract diverse and qualified candidates, leveraging job boards, professional networks, social media, and internal talent pools. Maintain and update the applicant tracking system (ATS), ensuring accurate documentation of recruitment activities. Develop and maintain talent pipelines and proactively engage with passive candidates for future hiring needs. Coach hiring panels on interview techniques, selection criteria, and equitable hiring practices. Track and analyze recruitment metrics to evaluate campaign effectiveness and recommend process improvements. Support employment branding, recruitment marketing, and attendance at job fairs and outreach events. Provide guidance and mentorship to recruitment coordinators or junior HR staff as assigned. Participate in special projects related to recruitment process improvement, onboarding, and policy development. Promote equity, diversity, and inclusion in all stages of the recruitment process. Qualifications Minimum of 5 years of progressive recruitment experience, ideally in a unionized and/or public sector environment. Experience with high‑volume recruitment and passive candidate sourcing. Demonstrated experience interpreting collective agreements and applying employment legislation. Knowledge of current recruitment and selection practices, applicable employment legislation (e.g., OHRC, AODA, ESA), and unionized work environments. Ability to build strong working relationships with diverse internal and external stakeholders. Strong interviewing, assessment, and candidate evaluation skills. Excellent organizational and time management skills; ability to handle multiple competing priorities. Strong verbal and written communication skills. Proficiency with applicant tracking systems (ATS), HRIS, and Microsoft Office Suite. Demonstrated commitment to equity, diversity, inclusion, and accessibility in recruitment and hiring practices.
