Job Description

Effective April 1, 2024 the salary range for this position is $152,750 to $192,210 per year. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

We are looking for an experienced strategic leader to lead, develop and maintain the Ontario Public Service (OPS) internal control framework and the finance community workforce strategy through building a high performing, integrated and engaged finance community.

What can I expect to do in this role?

Reporting to the Assistant Deputy Minister , you will:

  • Lead, inspire and build a high performing team of financial professionals.
  • Oversee the development, implementation, and management of the OPS Internal Control Framework to enable ministries to establish and maintain their internal control systems
  • Direct the annual Certificate of Assurance (CoA) process, including developing options to address re-occurring control gaps/ risks.
  • Provide executive leadership and guidance to advance the Comptroller General Academy
  • Provide leadership in developing, implementing, and maintaining strategies for financial management, resource development, and talent management.
  • Provide strategic financial advice and briefings to the Minister and senior executives on corporate financial management
  • Chair and/or participate in ministry, inter-ministry and inter-jurisdictional committees
  • Provide leadership to the branch management team and set expectations to fulfill organizational responsibilities
Mandatory
  • A professional accounting designation (CPA) is required
  • You have demonstrated people leadership experience leading and managing diverse teams to deliver on business priorities and operational needs
  • You are an inclusive and value-based leader who fosters and creates a culture of diversity, inclusion, anti-racism and equity in the workplace
  • You demonstrate political acuity and can effectively brief and deliver strategic and confidential advice to Ministers, senior management and various other stakeholders
  • You have a track record of championing the adoption of innovative methods and technologies that drive true transformative business practices and solutions that focus on effective and efficiency

    Relationship Management and Communication:

    • You have strong relationship and consensus building skills in order to work with numerous internal and external clients, partners and stakeholders.
    • You have evidence of superior communication and briefing skills to effectively provide strategic advice to senior management in the OPS
    • You are customer-focused with demonstrated business and financial planning experience, to identify priorities and strategic directions
    • You have the ability to build and maintain relationships with ministries, central agency partners and the Office of the Auditor General

      Job Knowledge:

      • You can maintain and apply a broad understanding of financial management
      • You have the ability to understand how financial information is used to guide government decisions
      • You have the ability to recognize and apply financial information to manage resources to achieve results
