This includes emergency and disaster prevention, preparedness, response, and recovery. The AEMA is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events.Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the coordination, collaboration and cooperation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system. Responsibilities The Director, Provincial Recovery Coordination leads and centralizes the Government of Alberta's recovery efforts following emergencies and disasters. Reporting to the Executive Director of the Recovery Branch, this role: Ensures coordinated delivery of recovery programs across ministries. Oversees the Provincial Recovery Framework and the Provincial Recovery Coordination Centre (PRCC). Provides strategic guidance for disaster recovery operations and cross‑ministry recovery task forces. Manages financial recovery programs, including Disaster Recovery Programs (DRPs) and Hazard Assistance and Resilience Programs (HARPs). Maximizes federal reimbursements through liaison with Public Safety Canada. Facilitates cross‑ministry collaboration, develops decision‑making packages for Cabinet and Treasury Board, and enhances recovery capacity through training and exercises. Oversees information management and technology systems, change management support, and training coordination for the Recovery Branch. Qualifications Required: University degree in Public Administration, Emergency/Disaster Management, Social Sciences or related, PLUS 7 years related experience or equivalent. Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.Examples: Related 1‑year certificate PLUS a minimum 10 years of experience. Related 2‑year diploma PLUS a minimum 9 years of experience. Related minimum 11 years of experience. The successful candidate MUST also have: Knowledge of the emergency management framework in Alberta. Experience leading and managing cross‑functional teams in high‑pressure and politically sensitive environments. Experience providing strategic advice and briefing to senior or executive leadership. Experience leading cross‑ministry or intergovernmental initiatives. Proven ability to engage and collaborate to develop and maintain collaborative working relationships within the organization, across government, and with stakeholders. Knowledge and experience with strategic and business planning principles and processes. Ability to work non‑standard hours with short notice for extended periods of time (e.g., weekends, evenings, nights, holidays). Assets: Comprehensive understanding of government decision‑making processes, including Cabinet, and Treasury Board. Expertise in government financial policies, budgeting, and strategic resource allocation. Demonstrated expertise in managing complex and diverse initiatives and projects using sound project management methodologies. In‑depth knowledge of applicable legislation, regulations, and policies, including the Emergency Management Act, Disaster Recovery Regulation, Alberta Disaster Assistance Guidelines and Directives, and the federal Disaster Financial Assistance Arrangements.
