Senior Project Manager – Redevelopment & Major Projects Location: Fraser Health Authority, Surrey, BC (Cloverdale). Full‑time. Salary: CAD $54.16 – $77.86 per hour. Job Summary Join us on an exciting project and make history The New Surrey Hospital and Cancer Centre will be the first net‑new hospital in BC in nearly 20 years. The project integrates a community hospital with a regional cancer centre under one roof and will be completed in late 2029. The new facility will feature key acute care services including virtual health, inpatient, outpatient, emergency and surgical services, integrated with a cancer centre focusing on cancer care, treatment, research and education. We are currently seeking a talented and dynamic Senior Project Manager with an Electrical Engineering background to support design and construction activities for this project. Responsibilities Manage planning and implementation of new facilities, large renovation projects and a portfolio of smaller projects from initial planning to completion; provide support by conveying policies, directing work and resolving issues. Establish project team structure, gather input from stakeholders, identify needed skills; direct and supervise staff, orientate staff, develop retention plans and conduct performance evaluations. Establish effective communication channels; provide frequent clear and concise reports to Redevelopment leadership regarding ongoing issues, progress updates, challenges and opportunities. Carry out project plans according to established Redevelopment project methodologies and systems; monitor charter, plans, budget, scope, schedule, expenditures, client satisfaction and risks; report on variances and impacts, making recommendations to mitigate cost overruns. Lead business plan development for large capital projects including feasibility studies, analysis, solution development, project charter, functional requirements, scope, design concepts, budgets and implementation planning. Manage strategic space and facility planning initiatives, including site master plans, regional planning studies, capital funding strategies and asset leveraging opportunities. Serve as a Redevelopment site coordinator monitoring all planning and project activities on designated sites; liaise with leadership to identify, recommend and implement management strategies. Lead and oversee planning, design and contract preparation by engaging clinical planners, equipment planners, design consultants and user groups; review and sign off schematic designs, design development documents, working drawings and specifications. Lead engagement of professional consultants and contractors; manage contracts, oversee performance, negotiate changes and resolve disputes within authorized limits. Liaise with Planning and Engineering Departments of municipalities to negotiate and obtain permits such as development, building and rezoning permits. Build and maintain relationships and influence to promote site interests and influence decision making; monitor quality control and risk management protocols; manage ongoing customer relations. Recruit, orient and develop employees through assessment of training needs and development plans; ensure staff understand roles and responsibilities. Update department knowledge of current and emerging facility design and innovations; use research to develop and update design and construction standards and guidelines; coordinate facilities planning practices, principles, standards and policy through evidence‑based design and LEAN principles. Qualifications Education and Experience Bachelor's degree in Architecture, Interior Design, Engineering or related field. Professional designation plus 7 to 10 years of recent, related, progressive experience in all phases of project planning, design and construction management for a large complex multi‑site organization, or an equivalent combination of education, training and experience. Professional/Technical Capabilities Knowledge of capital project planning and implementation processes including design, construction and procurement within current standards, codes, bylaws and regulations. Comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills. Ability to interpret construction drawings and construction specifications. Demonstrated ability to effectively manage planning, design and construction projects simultaneously. Broad knowledge of patient care delivery systems in primary, acute and community settings. Understanding of available resources for projects and applicable stakeholder groups including feedback and detailed analysis on project processes. Ability to supervise and provide direction to team members. Demonstrated ability to identify, plan, organize, prioritize and implement projects in a timely manner. Demonstrated ability to work within a dynamic project environment with changing priorities. Demonstrated attention to detail. Ability to operate related equipment including related software applications. Physical ability to perform the duties of the position.
