Job Summary
Reporting directly to the Director, Health & Safety/Risk, the Regional Health & Safety, Risk Manager – British Columbia, Saskatchewan and Manitoba provides regional leadership for health, safety, risk, prevention, claims, and field execution across Emterra’s operations in British Columbia, Saskatchewan, and Manitoba. This role leads a team of three Safety Specialists and is accountable for ensuring consistent safety standards, visible leadership, practical risk reduction, and strong operational support across multiple sites. The successful candidate will be a hands-on leader who builds trust through active site presence, coaches leaders and employees in real time, and ensures safety expectations are translated into day-to-day operating routines. Frequent travel to operational sites is required, including approximately 20% travel within the Prairies.
Leadership Opportunity
This is a regional, field-focused leadership role requiring strong people leadership, operational credibility, and disciplined follow-through. The Regional Health & Safety, Risk Manager will be expected to spend meaningful time at sites, in yards, on routes, and with front-line leaders to understand how work is actually performed and where risk is created. Success in this role will come from leading a team of health and safety specialists in the development, implementation, maintenance, and continuous improvement of the Health & Safety Management System (HSMS), ensuring compliance with provincial regulatory requirements while driving consistent standards, audit readiness, and operational excellence across British Columbia, Saskatchewan, and Manitoba.
What You Will Do
• Lead the regional health, safety, risk, and prevention program across British Columbia, Saskatchewan, and Manitoba, with a strong focus on visible leadership, site-level execution, operational risk, and practical field support.
• Provide direct leadership, coaching, prioritization, and performance support to three Safety Specialists reporting to this role, including clear regional priorities, site visit plans, development goals, and accountability for follow-up.
• Maintain an active site presence through frequent site visits, yard walks, route observations, ride-alongs, field-level audits, start-of-shift observations, toolbox talks, and supervisor coaching to assess risk and reinforce safe work practices.
• Partner with regional operations leaders, site managers, supervisors, dispatch, maintenance, and support teams to identify and reduce risks related to collections, processing, fleet, traffic and pedestrian exposure, equipment, weather, public interactions, contractor activity, and site-specific hazards.
• Strengthen collections-specific safety routines, including pre-trip and post-trip inspections, circle checks, route hazard reporting, safe backing practices, helper positioning, manual material handling, distracted driving prevention, defensive driving, and incident escalation.
• Coach front-line supervisors on how to conduct effective safety conversations, complete meaningful observations, close corrective actions, reinforce expectations, and hold employees respectfully accountable for safe work practices.
• Investigate and trend injuries, near misses, motor vehicle incidents, property damage, customer or public safety events, route hazards, equipment concerns, and repeat-risk behaviours.
• Lead serious incident response, root cause analysis, claims management, return-to-work coordination, regulatory interactions, and corrective action follow-up across British Columbia, Saskatchewan, and Manitoba.
• Use route observations, telematics or camera insights where available, claims data, collision trends, inspection results, employee feedback, customer concerns, and supervisor observations to build targeted risk reduction plans.
• Support onboarding, refresher training, driver/helper safety coaching, return-to-work planning, contractor or temporary worker orientation where applicable, and collections-specific safety campaigns.
• Ensure compliance with applicable occupational health and safety, workers’ compensation, transportation, fleet, environmental, municipal/customer, and company requirements across British Columbia, Saskatchewan, and Manitoba.
• Prepare concise, action-oriented reports and recommendations for Collections leadership, including trends related to injuries, collisions, property damage, claims, training, inspections, observations, and corrective actions.
• Support Joint Health and Safety Committees by ensuring issues raised are tied to practical field follow-up, route-level risk reduction, and timely communication back to employees.
• Act as a backup to the Director of Health and Safety, Risk whenever required. What You Bring
• Five to seven years of progressive occupational health and safety experience, with preference for experience in multi-site operations, waste/recycling, municipal services, fleet, transportation, logistics, processing, route-based operations, or other field-based environments.
• Demonstrated experience leading a team, preferably with multiple direct reports, and coaching front-line supervisors, managers, employees, and operational leaders in practical safety execution.
• Strong understanding of operational safety risk, including site inspections, route observations, ride-alongs, mobile equipment, fleet exposure, traffic and pedestrian interaction, manual material handling, contractor management, adverse weather, public interactions, and property damage prevention.
• A field-first leadership style with the credibility to build trust in the yard, on route, and with operational leaders while maintaining clear expectations and respectful accountability.
• Post-secondary education in Occupational Health and Safety, Environmental Health, Risk Management, Industrial Hygiene, Engineering, Human Resources, or a related field; an equivalent combination of education and experience may be considered.
• Strong working knowledge of occupational health and safety requirements in British Columbia, Saskatchewan, and Manitoba, including regulatory expectations, Joint Health and Safety Committee requirements, incident investigation practices, and practical field-level hazard control.
• Experience with incident investigations, root cause analysis, claims management, return-to-work coordination, corrective action management, inspections, audits, employee coaching, onboarding, refresher training, and safety management systems.
• Ability to use operational data such as telematics or camera insights where available, claims history, inspection results, collision trends, route observations, and field feedback to identify patterns and drive targeted improvements.
• CRSP, CHSC, NCSO, CRM, CIH, CSP, COR auditor, or related safety/risk designation is considered an asset.
• Excellent communication, facilitation, coaching, presentation, and relationship-building skills, with the ability to influence employees and leaders in a fast-paced operational environment.
• Ability to balance compliance, prevention, service delivery, customer expectations, employee engagement, and operational urgency without losing focus on safe work practices.
• Proficiency with Microsoft Office, safety management systems, reporting tools, training platforms, inspection systems, incident management tools, and corrective action tracking.
• Experience working in both unionized and non-unionized environments is preferred.
• Valid driver’s licence and ability to travel frequently across British Columbia, Saskatchewan, and Manitoba, including regular site visits and approximately 20% travel within the Prairies.
• This position requires regular field presence at operational sites, yards, routes, and facilities across the assigned region.
