MINIMUM FORMAL EDUCATION/TRAINING:
Formal education at a Master's Degree level is required, professional development, or certifications in university management, operations management, facilities management, or human resource management are considered assets and support ongoing professional development.
Professional designation as an Engineer and/or Certified Engineering Technologist in Electrical or Mechanical is required.
Mechanical or Electrical Engineering or similar background is preferred.
A minimum of 8 years directly related experience in facilities operations and engineering management with multi-disciplinary teams in a unionized environment is required.
Demonstrated project management experience, including stakeholder communication and human resource management is required.
Experience managing facilities, budgets, financial variance reporting, forecasting, and project costing is required.
Experience developing resource models and manging performance measure and KPIs within a complex organization.
Extensive knowledge and experience in facilities management, asset life cycle costing, capital planning, and management of large real estate portfolios are required.
Strong multidisciplinary leadership and team building skills required.
Strong organizational, financial, and operational management skills required.
Ability to plan, organize, direct, coordinate, and manage a complex operation and significant budget.
Ability to interpret and apply policies and collective agreement provisions is required.
Ability to manage competing priorities and make sound decisions in high-pressure environments is required.
Involvement of staff in development of solutions and application of continuous improvement methodologies is essential.
O&M Strategic/Tactical Issues Management
Provides strategic and operational leadership for the management of campus facilities, infrastructure, and maintenance services. This includes directing resources to address operational issues, emergencies, legislative requirements, priority projects, and stakeholder needs while ensuring effective use of the Integrated Workplace Management System (IWMS) to support preventive maintenance, work planning, performance measurement, and reporting. The role oversees asset reliability, equipment performance, operational readiness, sustainability initiatives, emergency response planning, and business continuity capabilities. It also supports managers in resolving complex building-system issues, fosters positive labour relations with Unifor and AESES representatives, serves as the primary liaison with Architectural and Engineering Services (AES), and maintains effective communication with University stakeholders to ensure safe, reliable, and efficient facility operations.
Provides leadership and oversight for workforce planning, staffing, recruitment, and resource utilization across the Operations and Maintenance portfolio. The role supports organizational effectiveness by monitoring staffing levels, managing vacancies, allocating resources, and providing indirect supervision and leadership to trade managers and operational teams. Responsibilities include supporting employee development through training initiatives, promoting respectful workplace and diversity objectives, ensuring compliance with organizational requirements, and conducting performance reviews to support employee growth and accountability.
Leads the planning, monitoring, and administration of operational budgets, contracts, and financial resources to support O&M services. This includes coordinating annual budget development, monitoring expenditures and variances, managing recoverable revenues, and reviewing financial performance against approved objectives. The role establishes service contracts, key performance indicators, and business strategies that improve service delivery, cost effectiveness, and operational efficiency while ensuring strong financial controls, accountability measures, and responsible stewardship of University resources.
Capital and Asset Planning
Supports the long-term sustainability and reliability of campus infrastructure through asset management and capital planning activities. asset performance, identifying renewal and replacement priorities, developing investment justifications, and contributing to capital planning initiatives. The role evaluates infrastructure capacity and lifecycle requirements, supports standard specification development, and provides operational cost analyses and forecasti
