About Times Change & the Role

Times Change Women's Employment Service is a non-profit, community-based agency providing employment services, career counselling, and digital skills training for women. We are seeking an experienced Contract Employment Counsellor to join our team.

In this role, the Employment Counsellor provides case management, one-on-one employment counselling, and group facilitation to women facing diverse and complex barriers to employment. The successful candidate will deliver services across all stages of Employment Ontario's Integrated Employment Services (IES) model, ensuring clients receive timely, coordinated, and appropriate support to achieve sustainable employment outcomes.

Success in this role is measured through the achievement of contractual deliverables, including assigned intake, engagement, and employment outcomes aligned with Key Performance Indicators (KPIs) and Performance-Based Funding (PBF) requirements.

We are seeking a candidate with strong experience in the non-profit employment services sector and a solid understanding of publicly funded employment programs, particularly Employment Ontario and the IES model.

Position Overview

Times Change Women's Employment Service is seeking an experienced Contract Employment Counsellor to support women in achieving sustainable employment outcomes. This is a fixed-term contract employee position delivering Employment Ontario–funded services under the Integrated Employment Services (IES) model.

The Employment Counsellor works within established Times Change policies, procedures, and service delivery frameworks and receives onboarding, training, and ongoing supervision to support success in the role. This position is not a member of the Collective and does not carry governance or shared-management responsibilities.

Responsibilities

As an Employment Counsellor, you will:

  • Perform case management, including assessment, goal setting, and the development of tailored Employment Action Plans (EAPs), ongoing interventions, referrals to internal and external programs, and follow-ups
  • Conduct intake and needs assessments using the Common Assessment Tool (CAT) to evaluate clients' employment-related strengths, needs, skills, and goals
  • Provide individual and group-based employment counselling to support job search and career decision-making, including resume and cover letter development, LinkedIn profile support, interview preparation, networking strategies, and labour market exploration
  • Prepare and facilitate job search and employability workshops and information sessions, as assigned
  • Support clients' transition into sustainable employment by addressing job retention needs and contributing to the achievement of Performance-Based Funding (PBF) milestones
  • Maintain accurate and timely client records, including entering case management information into EOIS-CaMS and FutureFit AI (FFAI) systems
  • Maintain accountability for assigned intake, engagement, and employment outcomes in alignment with IES performance expectations and internal supports
  • Develop service plans that demonstrate coordinated interventions to support employment goals, using appropriate counselling approaches
  • Assist in removing temporary barriers to employment by arranging referrals, supporting access to financial supports, and engaging with employers on behalf of clients, as appropriate
  • Work collaboratively with Job Developers and Retention Specialists to support effective case management and positive client outcomes

Qualifications

The successful candidate will bring:

  • Post-secondary education in Career Development, Social Services, Human Resources, or a related field, or a combination of education and relevant experience
  • Minimum five (5) years of experience providing employment counselling or career development services, preferably within Employment Ontario–funded programs
  • Experience working within Employment Ontario's Integrated Employment Services (IES) model and a strong understanding of IES Guidelines
  • A strong understanding of personal and systemic barriers to employment, particularly as they affect women, and the ability to support clients in overcoming these barriers
  • Commitment to exceptional client service, responsiveness, and trauma-informed practice
  • Strong administrative, written, and verbal communication skills; highly organized and detail-oriented
  • Intermediate to advanced proficiency in Microsoft Office and comfort working in multiple data-tracking systems
  • Knowledge of, or connections to, community resources and supports
  • Comfort engaging with employers to understand workforce needs while advocating for clients
  • Sensitivity to diversity, equity, and inclusion, with an awareness of issues impacting women in the labour market
  • Ability to obtain a satisfactory Police Record Check
  • Knowledge of a Collective leadership structure is considered an asset

Position Details

  • Status: Fixed-term contract employee position
  • Hours: 35 hours per week
  • Wage: $30 per hour
  • Start Date: March 9, 2026
  • End Date: March 31, 2027, with the possibility of extension
  • Location: 2 Carlton Street, Toronto
  • Working Arrangement: Primarily onsite, with some flexibility for remote work
  • Vacation Time: Three weeks
  • Sick Leave: Paid sick leave provided in accordance with organizational policy and applicable employment standards

This fixed-term contract may be ended earlier in accordance with the Employment Standards Act (Ontario).
