User Readiness Specialist

The salary range for this position is CAD $31.80/Hr. - CAD $45.71/Hr.
Reporting to the Manager, Registration Standards, Quality and Projects, the User Readiness Specialist is responsible for organizing and administering a comprehensive range of formalized computer application classes for Providence Health Care, Fraser Health, Vancouver Coastal Health and Provincial Health Services Authority full-time, part-time, casual, non contract and medical staff. Works as part of an expert team that provides support for Client Identity Management, Clients Registration and Scheduling applications and functions across all programs and sites, and is responsible for measuring training and orientation results to ensure that established outcomes are met and making changes to training program as required.
Education
Bachelors Degree or Diploma in Business Administration/Management/Information Technology and/or Information Management with specialized courses in Training, plus two (2) to three (3) years of experience in software implementation project management, including documentation, or an equivalent combination of education, training and experience.
Skills And Abilities
Comprehensive knowledge of policy and standards for client identity management and client registration data collection.
Working knowledge of information security and confidentiality guidelines and policies such as the Freedom of Information Protection and Privacy Act.
Skilled in Microsoft Office.
Ability to supervise and train employees, including organizing, prioritizing and scheduling work assignments.
Ability to manage own work activities to achieve maximum efficiency.
Ability to identify and resolve issues, and recognize when to escalate.
Ability to write training materials and edit training materials written by others.
Strong interpersonal and communication skills and the ability to work effectively with diverse user community.�
Knowledge of staff hiring procedures.
Strong exposure to a variety of corporate-level client registration and scheduling healthcare applications, as a supervisor and/or trainer.
Basic understanding of businesses process re-engineering.
Plans and manages the delivery of Client Identity Management (Enterprise Master Person Index (EMPI)), Client Registration/ADT, Client Scheduling, and Client Registry System (HealthNet) training sessions, including communicating training dates, managing training registration, logistics, facilities, room set up, etc.
Participates in nursing orientation by providing training to new nursing hires, and additional nursing orientation classes as requested.
Establishes, maintains, and monitors end-user access levels, explaining confidentiality policy and procedures, obtaining "Confidentiality Agreements" from end-users, and providing access to a variety of applications including EMPI, ADT/Registration, Client Scheduling, and HealthNet. Seeks the assistance of Information Management, Information Technology Systems (IMITS) or the Provincial Registry Administration for assistance to access per established procedures.
Assists with selection of hardware and software and other tools for course management and delivery.
Creates and maintains all training documentation relevant to current software state including new releases, updates and/or changes.
Assists users in defining, implementing and documenting changes in user processes that accompany the implementation of new systems, software updates and/or changes.
Assists business analyst and data quality by implementing and documenting changes in user processes that accompany changes in Ministry of Health (MOH), Canadian Institute of Health Information (CIHI) National Management Information System (MIS), Provincial, Health Authority, and Providence Health Care guidelines.
Participates in user-acceptance testing to learn systems and understand points raised by the testers during the testing phase.
Ensures the training environment provides a replica of system functionality by ensuring all tables, pick lists, and fields are accurate and reflect established standards and policies.
Provides end user application and business process support including assisting with troubleshooting, identifying options and implementing appropriate action.
Maintains subject matter expertise in designated area by keeping current of all changes in applications, requirements, and regulations that impact the EMPI, Registration/ADT, Client Scheduling, and HealthNet systems.
Provides subject matter expertise at various business meetings; promotes existing or new programs and/or policies.
Establishes and maintains client satisfaction with implementation by maintaining and measuring the training process through processes and tools to ensure training and orientation results outcomes are met.
