The Commodity Tax Specialist is called upon to be the authority on matters of federal taxation, including Goods and Services Tax (GST), Harmonized Sales Tax (HST), Customs, and Income Tax as it relates to employee benefits, CPP/EI deductions, and official donation receipts.

In this position, you will be responsible for ensuring The City of Calgary is compliant with the various taxation methods (commodity tax and income tax). You will build relationships and works collaboratively with other areas of the Corporation and external parties including other levels of government, as well as solicit and provide information to various internal and external parties. Primary duties include:

  • Steward the compilation, preparation, analysis, review and submission of federal returns/notices/tax slips by the imposed due date.
  • Provide expert advice and guidance across all levels of the corporation to inform administrative policies and influence legal decisions.
  • Provide interpretation of complex legislation and strategic recommendations in the best interests of The City of Calgary.
  • Build cohesive partnerships with internal and external interested parties as The City's taxation expert and primary contact.
  • Provide advice on the financial impacts of subsidiary relationships.

Qualifications

  • A degree in Finance, Business, Economics, Commerce, Government Policy or a related field plus professional designation such as a Chartered Professional Accountant (CPA) or Chartered Financial Analyst (CFA) and at least 8 years of related experience in taxation including some in a non-profit or municipality; OR
  • A master's degree in in Finance, Business, Economics, Commerce, Government Policy or a related field plus a professional designation such as a CPA or CFA with at least 6 years of related experience in taxation including some in a non-profit or municipality.
  • Comprehensive knowledge and application of departmental, civic and governmental policies and regulations including the Municipal Government Act, Excise Tax Act, and Income Tax Act as it relates to non-profit and municipalities is required.
  • Completion of the CPA GST/HST program and the Canadian Income Tax course would be an asset
  • Exceptional written and verbal communication skills with the ability to adapt messaging to various audiences
  • Strong political acumen including experience working in large, complex organizations

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.
