Summary
This position serves as a front line field contact with park visitors and commercial services with the aim of gaining compliance to park regulations in regional parks. The incumbent also collects data and prepares reports related to park regulation compliance and visitor use impacts in regional parks.
Key Duties & Responsibilities
- Ensures visitor comfort and safety. Provides general information to, and answers day-to-day questions from park users.
- Delivers a range of messages to parks visitors and answers questions related to required behaviours of park visitors in regional parks and trails.
- Assists with promotion of key messages related to regulatory compliance in parks.
- Assists with the implementation of compliance action plans.
- Establishes collaborative relationships with staff, park visitors, volunteers, and commercial services.
- Promotes public education and awareness of CRD Park Regulations.
- Regularly patrols park sites, working in all-weather conditions and in various terrains.
- Collects, prepares and presents data and observations related to cultural and recreational activities, recreational assets, visitor use impacts, and environmental protection.
- Engages in public regulatory compliance and enforcement activities throughout the park system. Acts as an appointed Park Officer.
- Enforces regulations and bylaws through education, notices, tickets (Municipal Ticket Information) and charges.
- Works collaboratively with CRD Bylaw Services and other enforcement agencies to respond to, investigate and enforce park regulations.
- Collaborates and cooperates with other regulatory agencies to assist in emergency situations as required and to obtain public compliance with other applicable regulations and laws on Capital Regional District dedicated park land.
- Investigates and responds to complaints, report to parks, and incidents with a goal to resolve recurring offences.
- Testifies for Capital Regional District in legal proceedings.
- Maintains notes and data to ensure their integrity including an Officer's Note Book with clear, concise and legible information. Prepares and delivers written and verbal reports.
- Participates in the monitoring of brush and forest fires, including mop-up duties and patrols in accordance with WorkSafeBC regulations and BC Ministry of Forests' fire suppression regulations.
- Cleans, inspects, and services regional park facilities.
- Operates a variety of power equipment and fleet vehicles engaged in regular park operation maintenance activities.
- May assist with general park duties and operational programs as directed.
- Follows all policies, procedures and standards of the CRD
- Performs other related duties as required.
Additional Information
- Works in a variety of park settings in all weather conditions, often hiking extended distances through various levels of terrain.
Key Skills & Abilities
- Excellent communication (verbal and written), interpersonal and customer service skills are required.
- Ability to effectively deal with and resolve conflicts including those that may involve volatile and hostile persons.
- Knowledge of and ability to use various computer word processing, spreadsheet and databases.
- Understanding the cultural significance of park land. Recognizing traditional use in parks and assisting to facilitate reconciliation.
- Experience with routine field data collection methods.
- Ability to operate technical field equipment.
- Demonstrated leadership skills and organizational abilities.
- Demonstrated ability to conduct research, analyze information, and prepare written reports.
- Demonstrated ability to negotiate difficult terrain and walk long distances.
- Knowledge of recreation activities common to community and regional park areas.
- Considerable knowledge of bylaws, park regulations and enforcement.
- Knowledge of natural resource management pertaining to outdoor recreation and environmental protection.
- Willing to obtain training in S-100 Basic Fire Suppression and Safety.
- Knowledge and understanding of WorkSafeBC practices/protocols, Workers' Compensation Act and OHS Regulations and other relevant safety statutes.
- Must be physically able to perform the duties of the position.
Qualifications
- Diploma in a related discipline
- A minimum of eight months' directly related experience
- An equivalent combination of education and experience
Certifications
- Acceptable criminal record check. The applicant/incumbent is required to undergo a criminal record check to work in this position and to report to their supervisor if any criminal charges are laid against them that may be related to their employment.
- Occupational First Aid Level 1 Certification
- Valid BC Driver's Licence
